Federal Government Capture Manager

Lead federal government capture strategies for Coforma’s digital products and services, from opportunity identification through award. Develop win plans, customer relationships, pricing approaches, and high-value proposal opportunities.

Description

  • Lead complex federal capture strategies from opportunity identification through final proposal award
  • Design and own the core strategy for winning targeted opportunities
  • Use industry relationships, customer insight, and cross-functional collaboration to expand market share and generate scalable revenue
  • Build and sustain relationships with customer decision-makers, agency representatives, prime contractors, and industry influencers
  • Collect customer intelligence before RFP release to shape requirements and position Coforma as the preferred vendor
  • Manage complete capture lifecycles for priority opportunities
  • Assess competitors, market trends, and budget cycles to develop value propositions and price-to-win strategies
  • Lead opportunity gate reviews and present business cases to executive leadership
  • Partner with Proposal Managers and Finance, Delivery, and Growth leaders on technical solutions, pricing models, and client presentations
  • Track win rates, qualified pipeline health, and deal-conversion timelines in Nextstage CRM
  • Conduct debriefs and incorporate feedback and lessons learned
  • Run discovery sessions and assess capabilities, past-performance materials, and unique selling propositions
  • Review CRM pipeline data, target accounts, capture activities, win probabilities, and solicitation schedules
  • Find warm introductions, procurement leads, and strategic teaming partners
  • Audit stage-gate reviews, proposal methods, pricing models, and competitive intelligence
  • Begin pre-solicitation discussions with client decision-makers and agency leaders
  • Engage prospective prime contractors and subcontractors, including drafting, negotiating, and executing NDAs and Teaming Agreements
  • Create and present capture plans for 2–3 high-value opportunities, covering win themes, competitive analysis, and preliminary Price-to-Win targets
  • Lead formal bid/no-bid and stage-gate decisions
  • Take full ownership of the role after 90 days
  • Contribute to compliant proposals aligned with the capture strategy
  • Present a 12-month capture strategy and forecast with win-rate objectives and revenue targets

Requirements

  • At least four years of progressive experience in business development, capture management, or enterprise deal structuring
  • Proven success closing contracts worth multiple millions of dollars
  • Documented ability to use personal and professional networks to generate repeatable, sustainable revenue
  • Expertise in price-to-win development, margin analysis, and contract structuring across FFP, T&M, Cost-Plus, or enterprise commercial agreements
  • An active professional network in government-sector markets
  • Ability to work independently and collaboratively, manage multiple tasks and proposals, anticipate challenges, and adapt as new information emerges
  • Current full-time residence in the contiguous United States
  • Current and future legal authorization to work in the United States without sponsorship
  • Current residence in Arizona, California, District of Columbia, Florida, Georgia, Idaho, Illinois, Maryland, Massachusetts, Montana, Nevada, New Jersey, New York, North Carolina, Oregon, South Carolina, Tennessee, Texas, Virginia, Washington, or Wisconsin
  • Required experience managing captures in the federal government contracting sector; experience with disadvantaged small businesses such as SDVOSBs and 8(a) companies, or Mentor-Protégé Program participants in digital services, is preferred.
  • The role requires federal government capture management experience, with preferred exposure to disadvantaged small businesses and Mentor-Protégé Program participants in digital services
