Principal Communications and Customer Experience Consultant – Sacramento, CA

Principal consultant leading Medi-Cal communications and customer experience strategy for Granicus. Advises California stakeholders and directs onsite, multichannel program delivery.

Description

  • Advise executive stakeholders on program direction, operating models, communications governance, and customer experience transformation
  • Lead a complex multichannel Medi-Cal strategy program in California, overseeing scope, timelines, and requirements
  • Drive delivery innovation that strengthens transparency, auditability, and stakeholder outcomes
  • Establish discovery practices, journey-mapping frameworks, audience intelligence models, and engagement strategies
  • Create enterprise communications, engagement, and customer experience frameworks for Medi-Cal and future health and human services programs
  • Oversee planning, content creation, reporting, and performance optimization
  • Convert executive objectives, policy priorities, audience needs, constraints, and data into strategic recommendations
  • Serve as the onsite authority for communications and customer experience strategy
  • Guide senior client and Granicus stakeholders through major decisions, risks, trade-offs, and opportunities
  • Set the approach for multichannel planning, content, campaign orchestration, reporting, optimization, and continuous improvement across email, SMS, web, and related channels
  • Coordinate project teams across discovery, delivery, project management, and optimization
  • Create project plans, schedules, deliverables, and supporting project management documentation
  • Review roadmaps for conflicts, timeline consolidation, risks, resource needs, critical paths, and mitigation actions
  • Improve delivery systems across scope, cost, risk, and long-term results
  • Ensure solutions are sustainable, scalable, and transferable
  • Act as the final functional authority for the quality and strategic integrity of communications and experience deliverables
  • Channel client feedback to the Granicus Experience Group
  • Develop deep expertise in Granicus products and planned product development
  • Represent the Granicus Experience Group at speaking engagements, panels, webinars, workshops, client outreach, and U.S. industry conferences as needed

Requirements

  • At least 12 years of consulting or digital strategy experience, ideally with a government-focused digital or social media company or government agency
  • At least 7 years of experience influencing or leading enterprise-scale or multi-program initiatives
  • Track record of developing delivery methodologies or operating models for large organizations
  • Based in or near Sacramento, California, with the ability to work onsite with the customer daily
  • Bachelor's degree or equivalent relevant professional experience
  • Deep knowledge of government program delivery and stakeholder engagement strategy
  • Demonstrated ability to define and scale methodologies across complex agency environments
  • Practical project management experience supporting communications campaigns, stakeholder engagement, or digital content development
  • Expertise in designing systems-level solutions spanning people, process, policy, and technology
  • Experience influencing senior state agency stakeholders and directing program strategy
  • Familiarity with vendor-led or hybrid delivery models
  • Ability to introduce innovation and establish new standards in regulated settings
  • Expertise in documentation, governance checkpoints, and external oversight
  • Executive-quality written and verbal communication skills
  • Expertise in digital communications, customer experience, multichannel engagement, journey design, content strategy, audience intelligence, and performance optimization
  • Strong presentation and workshop facilitation capabilities
  • Demonstrated ability to interpret data and produce actionable insights
  • Ability to apply digital tools, technologies, and trends to client outcomes
  • Executive presence and trusted-adviser capabilities
  • Advanced strategic thinking, business judgment, and problem-solving ability
  • Ability to link communications strategy with program, customer, operational, and business results
  • Ability to manage multiple concurrent projects in a fast-moving environment
  • Experience working with government or strong interest in doing so
  • Experience with health and human services or social care programs is preferred
