Opis

  • Document the current organisation across tax, individual enquiries, and business enquiries.
  • Map the units, roles, reporting lines, and capacity responsible for creating and maintaining knowledge.
  • Identify formal and informal content tasks and the time they require.
  • Compare the current organisation with the target knowledge management operating model and identify gaps.
  • Identify capability and capacity shortfalls, unclear ownership, single points of failure, and informal content duties.
  • Create an organisational RACI matrix covering authorship, subject matter, legal or policy, official languages, accessibility, publication, periodic review, and retirement.
  • Define the target knowledge management operating model, whether centralised, federated, or hybrid.
  • Develop role profiles and resourcing needs for knowledge managers, taxonomy stewards, content owners and authors, and roles shaped by AI.
  • Set responsibilities for tuning and retraining virtual agents, reviewing AI-generated answers, and turning failure feedback into content corrections.
  • Plan the transition and change approach, including sequencing, change management, training, communications, and staffing risks.
  • Align the organisational model and RACI matrix with the Governance Playbook and Senior Business Consultant.

Zahteve

  • At least eight years of experience in organisational design, operating model design, workforce planning, or organisational effectiveness consulting.
  • Experience delivering an organisational design package that a client implemented, including RACI matrices, target operating models, role profiles, and transition plans.
  • Experience designing operating models for functions across multiple business units with shared or contested ownership.
  • Strong stakeholder engagement skills with directors and executives.
  • Ability to contribute effectively to a focused, part-time engagement alongside a broader consulting team.
  • Eligibility to obtain and maintain a Government of Canada security clearance.
  • Experience designing an operating model specifically for a knowledge management, content, or digital service function.
  • Contact centre or shared services operating model experience, especially where AI or automation changed agent work and support roles.
  • A formal change management credential, such as Prosci or CCMP, or an organisational development qualification.
  • Bilingual proficiency in English and French.
