Networking Business Development Lead, Public Sector — Germany (Hybrid)

Lead business development for HPE Networking across Germany’s public sector. Turn policy, funding, and procurement developments into strategic opportunities for edge-to-cloud networking solutions.

Description

  • Lead public-sector business development for HPE Networking across Germany
  • Evaluate public-sector initiatives, regulations, and digital transformation programs
  • Translate political and regulatory developments into infrastructure requirements spanning networking, cybersecurity, Zero Trust, segmentation, sovereign IT, operating models, and data governance
  • Analyze market trends, evaluate portfolio alignment, and relay insights to regional teams and product management
  • Partner with Government Relations and Public Affairs
  • Map and maintain relationships across public-sector associations, working groups, committees, user organizations, and conferences
  • Represent HPE in industry organizations and professional forums through participation, presentations, and thought leadership
  • Coordinate internal participation in committees and industry organizations
  • Develop relationships with public-sector influencers and decision-making groups
  • Monitor federal, state, and EU funding programs, including eligibility, cycles, application periods, and budgets
  • Create business cases, compliance materials, reusable frameworks, reference architectures, and value propositions
  • Develop relationships with planners, engineering firms, public-sector consultants, technical advisors, and management consultancies
  • Create enablement programs, workshops, training, planning materials, reference architectures, and tender-support content
  • Participate in customer planning to shape technology requirements and procurement specifications
  • Deliver procurement-compliant, vendor-neutral technical specifications and guidance
  • Qualify market opportunities and transfer resulting sales opportunities to account teams
  • Support strategic tenders and early projects in emerging market segments
  • Develop customer references, success stories, and repeatable blueprints
  • Work with sales, presales, channel, marketing, legal, compliance, and regional teams
  • This role has no direct deal ownership or forecast responsibility

Requirements

  • At least five years of experience in German public-sector sales, business development, consulting, or a related discipline
  • Established professional relationships in at least two target public-sector segments
  • Strong knowledge of German public procurement, including tenders, framework agreements, and procurement regulations
  • Sound understanding of networking and infrastructure technologies
  • Ability to work credibly with planners, consultants, architects, and technical stakeholders
  • Experience engaging with industry associations, committees, working groups, or comparable stakeholder organizations
  • Fluent German
  • Professional English for international collaboration
  • Willingness to travel extensively throughout Germany
  • Experience with public funding, grant programs, and related compliance requirements is preferred
  • Experience leading cross-functional initiatives or providing informal leadership is preferred
  • Knowledge of planning and specification processes for public-sector projects is preferred
  • Existing security clearance or willingness to complete security screening is preferred
  • Experience in digital transformation, cybersecurity, critical infrastructure, healthcare, or government modernization is preferred
