Federal Business Development Manager or Director

Lead Federal growth for Marstel-Day’s environmental and sustainability consulting business, from client relationships and opportunity capture through proposal transition. Focus on USACE and NAVFAC accounts, pipeline strategy, and business development operations.

Description

  • Grow Marstel-Day’s Federal business and deepen client relationships.
  • Lead assigned markets, accounts, and pursuits from early positioning through capture and proposal handoff.
  • Set company-wide business development practices for pipeline oversight, CRM quality, pursuit tracking, forecasting, marketing, and cross-team coordination.
  • Build and maintain relationships with Federal clients, industry partners, and stakeholders, especially at priority USACE or NAVFAC organizations.
  • Develop and carry out account plans for assigned clients and markets.
  • Find, qualify, and shape opportunities before solicitations are issued.
  • Lead or support capture work, including plans, competitive analysis, solution development, win themes, teaming, price-to-win input, gate reviews, and handoff to proposal teams.
  • Manage the business development pipeline and opportunity forecasts.
  • Maintain the CRM framework and operating cadence, including dashboards, pipeline reviews, action tracking, and timely updates.
  • Develop and lead marketing strategies and campaigns, client materials, conference participation, presentations, website content, and thought leadership.
  • Work with technical and operations leaders to create differentiated client solutions and growth strategies.
  • Build and manage partner relationships and assess teaming options.
  • Track Federal budgets, agency plans, contract vehicles, forecasts, recompetes, and market developments.
  • Create and improve business development tools, templates, procedures, calendars, account records, and knowledge repositories.
  • Support proposal strategy and reviews, color-team reviews, oral presentations, debriefings, and lessons learned.
  • Update executive leaders on pipeline health, capture progress, resource needs, risks, and anticipated outcomes.
  • Represent Marstel-Day in client meetings, industry events, conferences, and partner engagements.
  • Travel up to 15% as needed.
  • Track results through qualified pipeline growth, client access, capture readiness, wins, accurate CRM records and forecasts, pursuit schedules, account and capture plans, marketing initiatives, and cross-team coordination.

Requirements

  • Proven success developing and winning Federal work in architecture and engineering, environmental services, natural resources, installation and community planning, resilience, sustainability, or related professional services.
  • Established relationships with decision-makers, program managers, contracting staff, technical leaders, or other influential stakeholders in at least one priority USACE or NAVFAC organization.
  • At least six years of progressively responsible Federal business development, capture, client management, or related experience for the Business Development Manager role.
  • At least twelve years of progressively responsible Federal business development, capture, client management, or related experience for the Business Development Director role.
  • Experience leading the Federal business development and capture cycle from market research and opportunity qualification through capture, proposal strategy, award, and debriefing.
  • Working knowledge of Federal acquisition practices and contract vehicles, including IDIQ and task order work.
  • Experience with SF 330 selections and qualifications-based procurements is strongly preferred.
  • Experience managing a CRM system and a pipeline with multiple opportunities.
  • Ability to create marketing strategies and client messages that connect company capabilities to mission needs and acquisition opportunities.
  • Sound judgment, initiative, follow-through, organization, and strong written and spoken communication.
  • Ability to collaborate across a remote, multidisciplinary organization and hold colleagues and leaders accountable.
  • Bachelor’s degree in business, marketing, planning, engineering, environmental science, communications, or a related field.
  • Proficiency with CRM platforms and Microsoft 365 applications.
  • U.S. work authorization; DHS Form I-9 and E-Verify verification are required.
  • A background check is required as a condition of a final offer.
  • Ability to travel periodically for client meetings, conferences, partner engagement, and capture work.
