Federal Government Capture Manager

Lead federal contract pursuits for Ares Enterprise, a Fairfax-based government technology contractor. Shape capture strategies, partnerships, and proposals for Department of Defense and civilian agency opportunities.

Description

  • Manage federal pursuits from opportunity qualification through award.
  • Create capture plans covering customer engagement, competition, teaming, pricing, and win themes.
  • Qualify federal opportunities against company capabilities, contract vehicles, and growth goals.
  • Assess bid decisions, competitors, and probability of winning.
  • Oversee concurrent pursuits and maintain forecasts, timelines, and actionable pipelines.
  • Build relationships with federal program, contracting, and technical officials, industry partners, and decision-makers.
  • Engage customers and shape acquisition strategies through RFIs, Sources Sought notices, industry days, and market research.
  • Represent Ares Enterprise at industry events, government meetings, and partner engagements.
  • Research federal markets and competitors using SAM.gov, GovWin IQ, USAspending.gov, FPDS history, and other procurement sources.
  • Assess incumbent performance, pricing, labor categories, acquisition plans, and competitive conditions.
  • Find opportunities through small-business set-asides, socioeconomic programs, and governmentwide acquisition vehicles.
  • Identify and build relationships with teaming partners, subcontractors, and prospective prime contractors.
  • Plan teaming arrangements and support negotiations and execution of agreements, NDAs, and subcontracts.
  • Use the company’s WOSB and SDB designations and federal contract vehicles to strengthen pursuit competitiveness.
  • Work with proposal, technical, solution architecture, pricing, and executive teams to shape compliant, competitive bids.
  • Guide development of differentiators, value propositions, solution strategies, win themes, and market positioning.
  • Coordinate proposal readiness, solution design, staffing, partner commitments, and pricing contributions.
  • Take part in Pink Team, Red Team, and executive proposal reviews.
  • Manage handoffs from capture to proposal development and, after award, to contract execution.
  • Update executives on pursuit progress, competitive position, risks, and acquisition milestones.
  • Monitor qualified pipeline value, bid conversion, win rates, and awards.
  • Create plans to strengthen capture performance, grow federal market share, and support long-term revenue.

Requirements

  • Bachelor’s degree in business administration, information technology, engineering, management, or a related discipline.
  • At least five years in federal contracting, including three or more years in capture management, business development, or federal pursuits.
  • Experience managing federal opportunities from qualification through proposal submission and award.
  • Strong knowledge of the federal acquisition lifecycle, FAR, and government procurement processes.
  • Experience pursuing work with the Department of Defense, civilian agencies, or the Intelligence Community.
  • Working knowledge of federal vehicles such as GSA MAS, GWACs, IDIQs, BPAs, and task order competitions.
  • Experience developing capture plans, competitive assessments, teaming and customer engagement strategies, and win themes.
  • Ability to assess federal solicitations, RFIs, Sources Sought notices, and acquisition forecasts.
  • Proven ability to build relationships with government customers, industry partners, and internal stakeholders.
  • Experience partnering with proposal teams to produce compliant, competitive federal bids.
  • Strong written and verbal communication, negotiation, analytical, and presentation abilities.
  • Ability to independently manage several capture opportunities in a fast-paced setting.
  • Proficiency with Microsoft Office, including Excel, PowerPoint, Word, and Teams.
  • Experience using SAM.gov and federal procurement intelligence platforms.
  • Preferred: Seven to ten or more years in federal contracting and a record of successful captures.
  • Preferred: Success capturing contracts in federal IT services, software development, cloud modernization, cybersecurity, enterprise IT, data analytics, AI, or digital transformation.
  • Preferred: Established relationships across the Army, Navy, Air Force, Space Force, Defense agencies, or civilian agencies.
  • Preferred: Experience capturing work through GSA MAS, NASA SEWP, SeaPort-NxG, and other federal vehicles.
  • Preferred: Familiarity with WOSB, SDVOSB, 8(a), HUBZone, and other small-business contracting programs.
  • Preferred: Experience with best-value tradeoffs, LPTA, and task order competitions.
  • Preferred: Experience with Shipley capture methods or a comparable structured process.
  • Preferred: Knowledge of federal proposal development, pricing, labor-category mapping, and competitive cost analysis.
  • Preferred: Experience at small or midsize federal contractors in high-growth settings.
  • Preferred: Established relationships with federal systems integrators, prime contractors, and government acquisition stakeholders.
  • Preferred: APMP certification or another relevant capture management credential.
  • Preferred: Active security clearance or ability to obtain one.
