- Lead public-sector business development strategy for HPE Networking in Germany
- Evaluate public-sector initiatives, regulations, and digital transformation programs
- Translate political and regulatory developments into requirements for networking, cybersecurity, Zero Trust, segmentation, sovereign IT, operating models, and data governance
- Analyze market trends, evaluate portfolio fit, and provide strategic input to regional teams and product management
- Partner with Government Relations and Public Affairs
- Map and maintain stakeholders across associations, working groups, committees, user organizations, and conferences
- Represent HPE in industry organizations and professional forums through participation, presentations, and thought leadership
- Develop relationships with public-sector influencers and decision-making communities
- Monitor federal, state, and EU funding programs, cycles, application windows, and budget allocations
- Evaluate portfolio eligibility under public funding frameworks and prepare business cases and compliance documentation
- Develop reusable frameworks, reference architectures, and value propositions
- Cultivate relationships with planners, engineering firms, public-sector consultants, technical advisors, and management consultancies
- Create enablement programs, workshops, training, planning documentation, reference architectures, and tender materials
- Participate in customer planning to ensure portfolio capabilities inform technology requirements and procurement specifications
- Deliver procurement-compliant, vendor-neutral technical specifications and guidance
- Qualify market opportunities as sales prospects and transition them to account teams
- Support strategically significant tenders and initial projects
- Develop customer references, success stories, and repeatable blueprints
- Coordinate with sales, presales, channel, marketing, legal, compliance, and regional teams
- Work without direct deal ownership or forecast responsibility

- At least five years of experience in German public-sector sales, business development, consulting, or a related discipline
- Established professional relationships across at least two target public-sector segments
- Strong knowledge of German public procurement, tendering, framework agreements, and procurement regulations
- Sound understanding of networking and infrastructure technologies
- Ability to work credibly with planners, consultants, architects, and technical stakeholders
- Experience engaging with industry associations, committees, working groups, or comparable stakeholder organizations
- Fluent German
- Professional English for international collaboration
- Willingness to travel extensively within Germany
- Experience with public funding programs, grant mechanisms, and related compliance requirements is preferred
- Experience leading cross-functional initiatives or providing informal leadership is preferred
- Knowledge of planning and specification processes for public-sector projects is preferred
- Existing security clearance or willingness to complete security screening is preferred
- Experience in digital transformation, cybersecurity, critical infrastructure, healthcare, or government modernization is preferred
