Senior Networking Business Development Lead, Public Sector — HPE Germany

Lead HPE Networking’s public-sector business development strategy across Germany. Turn policy, funding, and procurement developments into infrastructure opportunities, customer requirements, and strategic initiatives.

Description

  • Lead public-sector business development for HPE Networking across Germany
  • Evaluate public-sector initiatives, regulations, and digital-transformation programs influencing networking and infrastructure investment
  • Translate policy and regulatory developments into requirements for networking, cybersecurity, Zero Trust, segmentation, sovereign IT, operating models, and data governance
  • Analyze market trends, evaluate portfolio fit, and advise regional teams and product management on emerging needs and solution gaps
  • Partner with Government Relations and Public Affairs by contributing market expertise and subject-matter insight
  • Map stakeholders across industry associations, working groups, committees, user organizations, and conferences
  • Represent HPE in industry bodies and professional forums through participation, presentations, and thought leadership
  • Coordinate HPE’s participation in committees and industry organizations
  • Develop relationships with public-sector influencers and decision-making communities
  • Monitor federal, state, and EU funding programs, cycles, application periods, and budget allocations
  • Evaluate portfolio eligibility under public funding frameworks and prepare business cases and compliance documentation
  • Create reusable frameworks, reference architectures, and value propositions aligned with funding programs
  • Build relationships with planners, engineering firms, public-sector consultants, technical advisers, and management consultancies
  • Develop enablement programs, workshops, training, planning documents, reference architectures, and tender-support materials
  • Participate in customer planning to shape technology requirements and procurement specifications
  • Provide vendor-neutral technical specifications and guidance that comply with procurement requirements
  • Qualify market opportunities and transition them to account teams as sales opportunities
  • Support strategically significant tenders and initial customer projects
  • Develop customer references, success stories, and repeatable solution blueprints
  • Collaborate with sales, presales, channel, marketing, legal, compliance, and regional teams
  • Work without direct deal ownership or forecast responsibility

Requirements

  • At least five years of experience in German public-sector sales, business development, consulting, or a related discipline
  • An established professional network spanning at least two target public-sector segments
  • Strong knowledge of German public procurement, tenders, framework agreements, and procurement regulations
  • Practical understanding of networking and infrastructure technologies
  • Ability to work credibly with planners, consultants, architects, and technical stakeholders
  • Experience engaging with industry associations, committees, working groups, or comparable stakeholder organizations
  • Fluent German
  • Professional English for international collaboration
  • Willingness to travel extensively within Germany
  • Experience with public funding programs, grant mechanisms, and related compliance requirements is preferred
  • Experience leading cross-functional initiatives or providing informal leadership is preferred
  • Knowledge of planning and specification processes for public-sector projects is preferred
  • Existing security clearance or willingness to complete a security screening is preferred
  • Experience in digital transformation, cybersecurity, critical infrastructure, healthcare, or government modernization is preferred
