Senior Data Analyst, Equity and Social Identity

Lead race and social identity data strategy for the Ottawa Police Service, producing equity analyses, dashboards, and insights to support policing and community safety.

Description

  • Advise senior leaders and provide substantive analytical support.
  • Lead complex research and analysis projects.
  • Develop the organization’s race and social identity data strategy, including collection and analysis frameworks.
  • Identify analytical opportunities and improve data processes and organizational capacity.
  • Use advanced methods to analyze operations and inform tactical and strategic decisions.
  • Assess data validity, create meaningful indices, and identify limitations.
  • Set standards and guidance for data collection, modeling, and analysis.
  • Work with internal and external clients to define analytical needs and solutions.
  • Document analytics requirements, share insights, and create agile project plans.
  • Conduct human rights and equity analyses and report findings to leadership and the community.
  • Evaluate initiatives and programs, track trends and emerging issues, assess implications, and set baselines.
  • Create user-focused reports and dashboards using established best practices.
  • Present findings and recommend data strategies that advance equity at work and in the community.
  • Increase community access to open data to support transparency, trust, innovation, and co-design of safety and well-being outcomes.
  • Coordinate with statistical agencies on analytical standards and benchmarking.
  • Manage project portfolios and guide committees and working groups from launch through implementation and ongoing improvement.
  • Build stakeholder and community relationships and promote continuous improvement.
  • Represent the Unit and Police Service as a data analytics expert.
  • Answer information requests from agencies, partners, municipalities, vendors, and the public.
  • Supervise and mentor analysts, researchers, and others in equity, inclusion, and human rights data practices.
  • Track legislative changes and emerging practices affecting equity and social identity data.
  • Research new methods in data collection, statistical analysis, and visualization.
  • Partner with the Respect Values and Inclusion Branch on data for research, analysis, surveys, academic partnerships, governance, and business intelligence.

Requirements

  • Graduate degree in applied statistics, data science, social sciences, criminology, or a related field focused on equity, human rights, or social justice.
  • A combination of experience and formal training may replace the stated education requirement.
  • At least three years of experience in data analysis, statistical and predictive modeling, analytical methods, exploratory analysis, or data mining.
  • At least one year of experience with equity and human rights data collection initiatives, projects, or strategies.
  • Experience designing and implementing quantitative and qualitative research frameworks and methods for large-scale projects.
  • Experience presenting data and interpretations to non-technical audiences using graphics and visualizations.
  • Experience developing KPIs and reports from concept through development, deployment, reporting, and metric ownership.
  • Experience in operational research and program evaluation, including statistical analysis, trend forecasting, emerging issue identification, and critical thinking.
  • Experience with statistical and research software, preferably SPSS or R, and visualization tools such as Power BI.
  • Fluent spoken and written English, including reading.
  • Knowledge of anti-oppression tools, methods, and perspectives, including research on anti-Black and anti-Indigenous issues, intersectionality, systemic barriers, and human rights in criminal justice.
  • Knowledge of the Anti-Racism Act and Anti-Racism Data Standards, Ontario Human Rights Code, Municipal Freedom of Information and Protection of Privacy Act, and Police Services Act.
  • Proficiency in PostgreSQL, Microsoft SQL, Microsoft Power BI, SQL Server BI, Python, and JavaScript.
  • Advanced proficiency with virtual platforms, Microsoft Office, and databases.
  • Advanced project management skills for socio-demographic data collection in a policing context.
  • Ability to anticipate challenges, risks, and opportunities; lead and organize projects; troubleshoot; and solve problems creatively.
  • Political acuity to advise senior leaders, build stakeholder consensus, and resolve conflict.
  • Ability to work independently and collaboratively.
  • Ability to work Monday to Friday day shifts.
