Capture Manager, Government and Public Sector
Lead the selection and development of viable government software pursuits for Fairfax Software. Build qualification systems and pursuit pipelines that support win-rate protection as bid volume grows.
Description
- Maintain a rolling pursuit calendar based on incumbent contract expirations across all 50 U.S. states and Canadian provinces
- Track portals and pre-solicitation notices, including GovSpend and BidNet feeds
- Evaluate opportunities by fit, competition, incumbency, and the ability to shape the pursuit
- Deliver clear bid-or-no-bid recommendations through the shared review gate
- Identify requirement owners, influencers, incumbent providers, and reference advantages
- Give account executives a ranked shortlist of qualified, winnable, and shaped pursuits
- Protect win rates by declining opportunities with poor fit
- Report to the Head of Growth and carry out the capture brief
- Review win-loss history, market activity, products, agencies, and deal conditions
- Develop a qualification matrix with senior executives
- Build a reliable pipeline engine and record bid-or-no-bid recommendations
- Oversee offshore pipeline-data support while retaining onsite qualification judgment
Requirements
- Experience in government capture, bid management, or pipeline and proposal operations across SLED or federal markets
- Sound qualification judgment, including the ability to reject unsuitable pursuits and explain the decision
- Proficiency with GovSpend, BidNet, or comparable bid-intelligence sources
- Ability to convert bid-intelligence data into a prioritized shortlist
- Strong organizational skills and attention to detail for maintaining an accurate, current pipeline
- Willingness to work onsite with account executives and the Director
- Ability to manage incumbent contract expirations across all 50 U.S. states and Canadian provinces
- Ability to oversee offshore pipeline-data support while retaining onsite qualification judgment
