Senior Oracle Cloud Migration SME and Project Manager (Remote)

Lead the U.S. Department of Energy’s Azure-to-Oracle Cloud Infrastructure migration for financial, procurement, and budget systems. Oversee migration planning, dependencies, risk management, governance, and cutover.

Description

  • Lead an enterprise migration from Microsoft Azure to Oracle Cloud Infrastructure for the U.S. Department of Energy’s Office of the Chief Financial Officer Consolidated Business Systems
  • Own end-to-end migration planning, coordination, governance, and delivery
  • Partner with infrastructure, applications, databases, security, networking, architecture, operations, and business teams
  • Create and deliver the migration roadmap with technical leaders, application owners, cloud architects, Oracle, Microsoft, implementation partners, and business stakeholders
  • Reduce operational disruption while controlling technical and business risks
  • Direct large-scale cloud or data center transformation programs involving multiple applications, infrastructure dependencies, vendors, and business stakeholders
  • Lead project governance, dependency tracking, executive updates, migration execution, and cutover activities
  • Mentor a small team while collaborating within a larger delivery organization
  • Evaluate complex data and communicate findings and recommendations clearly

Requirements

  • Bachelor of Arts or Bachelor of Science degree
  • At least 14 years of relevant experience
  • Extensive expertise with AWS, Azure, and Oracle cloud platforms
  • Hands-on leadership of an Azure-to-OCI migration or a comparable hyperscaler-to-hyperscaler migration
  • Experience with Oracle Cloud Infrastructure services, migration approaches, and cloud architecture
  • Experience with Oracle databases, applications, Exadata, or other Oracle technology platforms
  • Knowledge of software development lifecycle principles and practices
  • Familiarity with Microsoft .NET applications
  • Experience working with MySQL databases
  • Experience with extract, transform, and load processes
  • Proficiency with Word, Excel, PowerPoint, Visio, SharePoint, Teams, and comparable business applications
  • Strong written and verbal communication skills
  • Ability to guide a small team and contribute effectively to a larger team
  • Ability to interpret complex data and present conclusions clearly
  • Ability to present recommendations and influence stakeholders when needed
  • Demonstrated experience in load-balanced environments
  • Understanding of IT practices, service management, governance frameworks, and standards including ITIL, ITSM, COBIT, and ISO
  • Working knowledge of IT tracking platforms, preferably ServiceNow
  • U.S. citizenship required
  • NACI (T1) public trust eligibility required
  • Willingness to travel 10–25%
