Coordinated Entry System Coordinator – California Remote
ICF is seeking a Coordinated Entry System Coordinator to support HUD homelessness programs in California. The role oversees referrals, HMIS workflows, partner training, and housing-placement operations.
Description
- Oversee Coordinated Entry System operations, workflows, and program processes
- Match housing referrals with available program openings and vacant units
- Monitor CES workflows to keep resources properly aligned
- Support system navigation efforts that shorten move-in timelines
- Resolve system and program barriers that affect continuous CES outflow
- Coordinate with housing providers, outreach teams, shelters, access sites, and community partners
- Apply CoC CES policies, assessment tools, prioritization rules, referral workflows, HMIS technologies, eligibility standards, and matching protocols
- Manage procedures that reduce vacancies, accelerate referrals, and streamline move-ins
- Analyze household and program data to address housing barriers and strengthen CES processes
- Apply standardized CES guidance, housing applications, service coordination practices, and data-tracking procedures
- Work across agencies and systems to diagnose workflow problems and develop solutions
- Create training resources, compliance materials, operational guides, FAQs, and toolkits
- Convert policy requirements and technical documentation into practical CES procedures
- Coach and facilitate CES partners to maintain alignment with CES design standards
- Recommend process improvements that increase timely referrals to eligible, prioritized housing options
- Deliver field support, staffing augmentation, training, technical assistance, capacity building, and quality assurance monitoring as assigned
- Build collaborative relationships with CES providers, access sites, affordable housing organizations, behavioral health partners, and substance use treatment facilities
- Review HMIS and CES data for trends and inequities, then recommend improvements
- Use secure communications and protect client privacy and confidentiality
Requirements
- Bachelor’s degree in human services, public policy and administration, business, social welfare, or a related field; equivalent experience may be considered
- At least two years of directly related experience with Continuum of Care and HUD Coordinated Entry programs
- Working knowledge of Continuum of Care programs and HUD Coordinated Entry requirements, including the CoC Program interim rule and HUD Notice CPD-17-01
- Familiarity with HUD Coordinated Entry resources and guidebooks
- Excellent verbal, interpersonal, and written communication abilities
- Ability to explain complex subjects to nontechnical stakeholders
- Strong organization, facilitation, conflict-resolution, and problem-solving skills
- Ability to balance multiple activities and meet demanding deadlines
- Experience handling sensitive information while maintaining confidentiality
- Knowledge of Housing First, trauma-informed care, person-centered service delivery, and racial equity principles
- Experience facilitating case conferences or multidisciplinary coordination meetings, resolving disagreements, and building consensus among stakeholders
