Senior Water Sector Capacity Assessment Consultant, West Africa

UNESCO seeks a consultant to assess water-sector capacity gaps across West Africa and in a pilot country. The work includes regional recommendations and a country capacity-development plan.

Descriere

  • Assess West Africa’s water-sector capacity needs regionally and in a pilot country.
  • Map institutional, organizational, and workforce capacity across the region.
  • Analyze capacity needs in a selected pilot country, consulting national and local stakeholders.
  • Recommend prioritized capacity-development actions for the region and pilot country.
  • Design a capacity-assessment method that can be used in other settings.
  • Review regional water strategies, policies, investment plans, and earlier assessments.
  • Consult ECOWAS, UEMOA, river basin authorities, professional networks, and technical and financial partners.
  • Identify capacity gaps at regional and country levels, including their underlying causes.
  • Map key institutions and current or previous capacity-development initiatives.
  • Evaluate existing capacity-development programs, tools, and support mechanisms.
  • Choose a pilot country according to objective criteria.
  • Diagnose national capacity gaps in the selected pilot country.
  • Engage ministries, service providers, local authorities, training institutions, businesses, and civil society through a participatory, gender-sensitive process.
  • Assess training and professional pathways and how well they match sector needs.
  • Prepare a pilot-country capacity-development plan with actions, timelines, owners, and resource needs.
  • Deliver an inception report, regional mapping and assessment, pilot-country diagnostic, and final recommendations with a country capacity-development plan.

Cerințe

  • Master’s degree or equivalent in water resources management, water engineering, hydrology, water and sanitation, environmental sciences, or a related field.
  • More than 10 years of water-sector experience, preferably including substantial work in Africa.
  • Knowledge of water governance, integrated water resources management, water security, climate resilience, and the water-sector institutional landscape.
  • Experience working with government bodies, regional organizations, development partners, and other water-sector stakeholders.
  • Experience creating capacity-development strategies, frameworks, action plans, or targeted interventions based on identified needs.
  • Strong analytical, communication, and report-writing skills.
  • Solid understanding of the West African water-sector context.
  • Experience with UNESCO or other international organizations is an asset.
  • Fluency in English or French is required.
  • Strong proficiency in the other language is preferred.
  • Availability for regular communication with UNESCO’s Dakar Regional Office.
  • Commitment to UNESCO’s values and ethical standards is required.

Beneficii

  • Four-month consultant contract.
  • Payments are tied to deliverables: 10% after Deliverable 1, 40% after Deliverable 2, 30% after Deliverable 3, and 20% after Deliverable 4.
  • Regular communication with UNESCO’s Dakar Regional Office.
