Finance Administrator, GEF Projects – Vienna (Onsite)

Finance Administrator supporting financial oversight of Global Environment Facility projects at UNIDO in Vienna. The role covers partner reporting, budget reviews, disbursements, audits and compliance monitoring.

Description

  • Support financial management and monitoring for Global Environment Facility projects delivered under Implementing Partner Agreements
  • Assess partner financial reports for completeness, accuracy, eligible spending and alignment with approved budgets and workplans
  • Validate expenditures, funding allocations and supporting records such as ledgers, bank statements, payroll, procurement files, asset registers and co-financing reports
  • Detect discrepancies, unsupported or ineligible costs, budget variances and compliance concerns, then recommend corrective measures
  • Coordinate with implementing partners to resolve financial issues and secure outstanding documentation
  • Assess liquidation status and disbursement requirements, and prepare financial clearance memoranda and instalment-release recommendations
  • Keep accurate records of advances, expenditures, liquidations and outstanding balances
  • Track budget utilization and cash-flow needs, perform variance analysis and evaluate proposed budget revisions
  • Produce financial summaries, dashboards and management reports
  • Assist with risk-based financial reviews, audit preparation, responses to audit findings and assessment of audit reports
  • Maintain financial tracking tools and filing systems, and create monitoring templates, tools and guidance materials
  • Advise implementing partners on financial matters and contribute to project meetings
  • Help strengthen and continuously improve financial management practices

Requirements

  • Advanced university degree, such as a master’s or equivalent, in accounting, finance, business administration, economics, public financial management or a related field, combined with qualifying professional experience
  • At least three years of progressively responsible experience in financial management, accounting, project finance, grant management or auditing
  • Fluency in written and spoken English
  • Experience with international development projects financed by GEF, GCF, the EU, the World Bank, UN agencies or other multilateral donors is highly desirable
  • Experience assessing financial reports from government institutions and implementing partners is desirable
  • Experience with implementing partner agreements, grant administration or pass-through funding arrangements is desirable
  • Experience using ERP systems, including SAP, is desirable
  • Experience assessing needs, conditions and challenges in developing countries is desirable
  • Fluency or working knowledge of another official UN language is desirable
