Coordinated Entry Training and Instructional Design Specialist

ICF seeks an instructional design specialist to create and deliver HUD Coordinated Entry training for homelessness-services clients. The role develops curricula, assessments, and capacity-building resources for Continuum of Care partners.

Description

  • Create and deliver instructor-led, virtual, online, and blended learning using adult-learning principles and instructional-design standards
  • Partner with subject-matter experts, program leaders, CES users, and providers to assess training and performance-support needs
  • Stay current on CES policies, procedures, assessment methods, referral workflows, implementation requirements, and HUD guidance
  • Evaluate learner knowledge and performance gaps while defining target audiences and required competencies
  • Set instructional goals and develop measurable learning objectives
  • Select instructional strategies, delivery formats, practice activities, resources, and evaluation methods
  • Produce curricula, course outlines, lesson plans, facilitator guides, workbooks, presentations, job aids, FAQs, website guidance, and related materials
  • Convert complex policy, procedural, and technical information into clear, accessible learning content
  • Create instructional graphics, course layouts, user interfaces, storyboards, and completed learning products
  • Audit training materials for accuracy, policy compliance, accessibility, consistency, and ease of use
  • Provide foundational and specialized CES instruction in person and through live webinars
  • Use demonstrations, exercises, case studies, role plays, guided practice, and group discussions to reinforce learning
  • Plan trainings and workshops and communicate registration details, prerequisites, logistics, materials, and follow-up resources
  • Manage room preparation, technology, attendance records, instructional materials, and webinar operations
  • Assist with LMS course configuration, enrollment, content updates, participant access, completion monitoring, and reporting
  • Travel across the Continuum of Care geography as needed to train and support CES partners
  • Create assessments, knowledge checks, quizzes, skills demonstrations, practice activities, and course evaluations
  • Use assessment data, feedback, attendance information, and technical-assistance requests to refine instruction
  • Perform root-cause analysis and propose solutions to CES Management Entity leadership
  • Address training issues and route policy or procedural questions to appropriate cross-functional partners
  • Find scalable, innovative, and cost-conscious approaches to training development and delivery

Requirements

  • Bachelor’s degree in instructional design, education, adult learning, training and development, human services, public administration, communications, social work, or a related discipline; equivalent relevant education and experience may qualify
  • At least two years of directly related experience with Continuum of Care and HUD Coordinated Entry programs
  • Professional training experience in instructor-led, virtual, or online formats
  • Background developing curricula, lesson plans, presentations, eLearning, tutorials, job aids, or comparable instructional resources
  • Working knowledge of adult-learning theory, instructional design, facilitation, and learner assessment
  • Strong public-speaking, presentation, facilitation, writing, interpersonal, organizational, and project-management abilities
  • Ability to explain technical and policy information to people with varied roles, experience, and technical proficiency
  • Careful attention to detail with the ability to maintain accurate project, course, and version-control records
  • Capacity to work independently and collaboratively within a multidisciplinary team
  • Willingness and ability to travel throughout the Continuum of Care geography as needed
  • Understanding of HUD Coordinated Entry requirements and associated HUD guidance
  • Ability to prioritize competing work and meet demanding deadlines
  • Ability to work with subject-matter experts and turn complex information into understandable learning materials
  • Ability to provide timely, professional user support across multiple communication channels
