Senior RF Engineer – NTIA Support (Onsite)

Senior RF Engineer providing onsite federal spectrum management support for HII, including NTIA and ITU coordination, electromagnetic compatibility analysis, and DoD regulatory recommendations.

Description

  • Deliver advanced RF engineering support for federal communications, navigation, and other spectrum-dependent systems
  • Use RF propagation modeling, spectrum engineering, frequency management, and electromagnetic compatibility expertise
  • Direct large-scale electromagnetic compatibility studies with modeling and simulation tools to assess RF coexistence and interference protection
  • Support NTIA Interdepartmental Radio Advisory Committee activities and subcommittees
  • Support U.S. preparations for World Radiocommunication Conferences, ITU-R groups, preparatory meetings, and regional telecommunications organizations
  • Formulate recommended positions for NTIA spectrum management and allocation proceedings
  • Analyze technical studies covering spectrum sharing, interference protection, propagation models, emissions and power flux density limits, coordination criteria, and protection requirements
  • Convert technical and regulatory proposals into mission impacts, risks, opportunities, and recommended actions for senior DoD leaders
  • Collaborate with NTIA, FCC, the Department of State, federal agencies, industry stakeholders, and U.S. and international delegations
  • Assess how spectrum allocation and regulatory proposals affect DoD systems and missions
  • Create executive briefings, decision memoranda, technical regulatory recommendations, and agency positions

Requirements

  • At least 20 years of experience supporting federal spectrum-dependent systems
  • LEVEL 3 requires 5 years of relevant experience with a related bachelor’s degree, 3 years with a master’s degree, 0 years with a PhD or Juris Doctorate, or 9 years with a high school diploma or equivalent
  • LEVEL 4 requires 9 years of relevant experience with a related bachelor’s degree, 7 years with a master’s degree, 4 years with a PhD or Juris Doctorate, or 13 years with a high school diploma or equivalent
  • Extensive knowledge of federal spectrum-dependent systems
  • Working knowledge of NTIA Redbook requirements and federal spectrum regulatory frameworks
  • Demonstrated ability to develop technical and regulatory recommendations for senior leaders
  • Proven experience evaluating electromagnetic compatibility challenges and spectrum-sharing effects
  • Active SECRET security clearance is required
  • Direct experience with NTIA IRAC processes and subcommittees is preferred
  • Familiarity with ITU Radio Regulations, the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, the U.S. Table of Frequency Allocations, ITU-R Recommendations and Reports, and WRC resolutions and agenda items is preferred
  • Work may take place in office, industrial, shipboard, or laboratory settings
  • Ability to climb ladders and work in confined spaces and environments with significant temperature variation
