Coordinated Entry System Training and Instructional Design Specialist - California Remote

ICF is seeking a California-based remote specialist to design and deliver training for Homeless Services Coordinated Entry Systems. The role combines curriculum development, live facilitation, instructional design, and learner-outcome improvement.

Description

  • Create and deliver instructor-led, virtual, online, and blended learning programs grounded in adult-learning and instructional-design principles
  • Partner with CES leaders, subject-matter experts, users, participating providers, and program stakeholders
  • Stay current on CES policies, procedures, assessment methods, referral processes, implementation standards, and HUD guidance
  • Assess learner and performance gaps, then define audiences, competencies, instructional goals, and measurable objectives
  • Develop curricula, lesson plans, facilitator guides, workbooks, presentations, job aids, FAQs, website guidance, and other performance-support materials
  • Convert complex policy, procedural, and technical content into clear, accessible instruction
  • Create instructional graphics, course layouts, interfaces, storyboards, and completed learning products
  • Evaluate materials for technical accuracy, policy compliance, instructional quality, accessibility, consistency, and usability
  • Prepare and conduct foundational and advanced CES training programs
  • Deliver onsite training throughout the Continuum of Care and lead live webinars
  • Apply demonstrations, exercises, case studies, role plays, guided practice, and group discussion
  • Tailor training approaches to different roles, provider organizations, experience levels, technical skills, and CES familiarity
  • Plan trainings and workshops while communicating registration details, prerequisites, logistics, materials, and follow-up resources
  • Manage room preparation, technology, attendance records, materials, and webinar operations
  • Support learning-platform setup, enrollment, content updates, access, completion monitoring, and reporting
  • Travel across the CoC service area to train and assist CES partners
  • Create assessments, knowledge checks, quizzes, skills demonstrations, practice activities, and course evaluations
  • Use assessment data, feedback, attendance, and technical-assistance requests to refine training
  • Perform root-cause analyses and present recommendations to CES Management Entity leadership
  • Address training concerns and route policy or procedural questions to the appropriate CES partners
  • Develop scalable, innovative, and cost-conscious approaches to high-quality training delivery

Requirements

  • Bachelor’s degree in instructional design, education, adult learning, training and development, human services, public administration, communications, social work, or a related discipline; comparable education and relevant professional experience may also qualify
  • At least two years of directly related experience with Continuum of Care and HUD Coordinated Entry programs
  • Background delivering instructor-led, virtual, or online training to professional audiences
  • Experience creating curricula, lesson plans, presentations, eLearning, tutorials, job aids, or comparable instructional resources
  • Working knowledge of adult-learning theory, instructional design, facilitation, and learner assessment
  • Excellent public-speaking, presentation, facilitation, writing, interpersonal, organizational, and project-management abilities
  • Ability to communicate technical and policy information effectively to people with varied roles, experience, and technical proficiency
  • Meticulous attention to detail with the ability to maintain accurate project, course, and version-control records
  • Capacity to work independently and collaboratively within a multidisciplinary team
  • Willingness and ability to travel throughout the CoC service area when needed
  • Preferred: Familiarity with the Continuum of Care program and HUD Coordinated Entry requirements
  • Preferred: Ability to organize competing priorities and deliver work under demanding deadlines
  • Preferred: Ability to work with subject-matter experts and turn complex information into understandable learning content
  • Preferred: Ability to provide timely, professional user assistance through multiple communication channels
