Coordinated Entry System Coordinator (California Remote) - ICF

Coordinate HUD Coordinated Entry and housing-referral systems for ICF’s advisory and technology services. Analyze HMIS data, train providers, and improve timely housing placements.

Description

  • Implement Continuum of Care Coordinated Entry policies, procedures, assessment tools, prioritization standards, referral workflows, HMIS technologies, eligibility rules, and matching protocols.
  • Manage coordinated entry operations to reduce unit vacancies, accelerate housing referrals, and improve move-in processes.
  • Collect and evaluate data on household strengths, barriers, available services, and eligibility requirements.
  • Apply standardized Coordinated Entry guidance covering housing applications, service coordination, and data tracking.
  • Collaborate across functions, agencies, and the broader system to resolve workflow challenges.
  • Create training resources, compliance instruction, operational forms and guides, FAQs, and toolkits.
  • Convert policy requirements and technical materials into practical Coordinated Entry procedures.
  • Coach service providers and Coordinated Entry partners on required protocols and processes.
  • Recommend process changes that support faster referrals to eligible, prioritized housing options.
  • Deliver field support, staffing augmentation, training, technical assistance, capacity building, and quality assurance monitoring.
  • Develop working relationships with Coordinated Entry providers, access sites, affordable housing organizations, behavioral health partners, and substance use treatment facilities.
  • Review HMIS and Coordinated Entry data to identify trends and inequities and propose policy and program improvements.
  • Maintain secure communication practices that protect client privacy and confidential information.

Requirements

  • Bachelor’s degree in human services, public policy and administration, business, social welfare, or a related field; equivalent experience may be considered.
  • At least two years of directly relevant experience with Continuum of Care and HUD Coordinated Entry programs.
  • Working knowledge of Continuum of Care and HUD Coordinated Entry requirements under the CoC Program interim rule and HUD Notice CPD-17-01.
  • Familiarity with HUD resources and guidebooks addressing Coordinated Entry topics.
  • Excellent verbal, interpersonal, and written communication abilities.
  • Ability to explain complex subjects to nontechnical stakeholders.
  • Strong organization, facilitation, conflict resolution, and problem-solving skills.
  • Ability to manage competing priorities in a fast-changing environment while meeting strict deadlines.
  • Experience handling sensitive information and preserving confidentiality.
  • Knowledge of Housing First, trauma-informed care, person-centered service delivery, and racial equity principles.
  • Experience leading case conferences or multidisciplinary coordination meetings, resolving conflict, and building consensus among stakeholders.
