Business Systems Analyst – HR Reporting and SharePoint

Support Department of the Navy HR systems through reporting, dashboards, workflow improvement, and SharePoint management. Deliver analytics and operational support for GDIT’s government mission services.

Description

  • Provide daily HR support across multiple MAHRS departments within DON M&RA, including EMPO and OFR
  • Maintain assigned Microsoft SharePoint sites and recommend designs for new SharePoint environments
  • Develop functional requirements, workflows, communication plans, and implementation strategies
  • Assess business processes, operating procedures, and workflows to identify improvements
  • Produce system and functional requirements documentation with recommended solutions
  • Maintain MAHRS and EEO policies, guidance, SOPs, business processes, and related documentation
  • Create test scenarios for enhancements, defect fixes, upgrades, and new system implementations
  • Build and support HRLink and DON Jupiter reports, dashboards, metrics, and visualizations using Cognos BI, Qlik, Databricks, and other analytics tools
  • Deliver ad hoc analyses, reports, and presentations for MAHRS and EEO program managers
  • Create and maintain corporate dashboards and scorecards
  • Provide technical and functional support for EEO systems, including iComplaints, NEAT, FEDSEP, and IRCMS
  • Develop processes for capturing Applicant Flow Data, OCLF benchmarking, and Barrier Analysis datasets
  • Automate related database tables and workflows
  • Prepare leadership briefing charts and detailed explanations of data
  • Produce weekly, monthly, and quarterly HR and EEO reports
  • Develop briefs supporting OPM and DoD metric requirements
  • Provide logistical and operational support for assigned MAHRS and EEO events
  • Support assigned MAHRS and EEO events through logistical and operational coordination

Requirements

  • At least five years of experience designing, developing, and sustaining reports, dashboards, and metrics with Cognos BI, DON/Jupiter tools, or comparable analytics platforms
  • At least three years of experience using federal HR data for reporting and analysis
  • At least two years of experience managing Microsoft SharePoint content
  • Experience analyzing business processes, documenting requirements, and designing workflows
  • Strong analytical ability with experience interpreting HR and EEO performance metrics
  • Ability to create test plans, documentation, and business cases
  • Experience developing dashboards, scorecards, and analytics products for senior leadership
  • Strong written, verbal, and presentation skills
  • Experience with Cognos BI tools, dashboard design, Qlik Sense, requirements documentation, and SharePoint site management
  • Completed NACI or ANACI background investigation
  • U.S. citizenship required
  • Must receive favorable DON Security Office background investigation results before starting the position
