Subcontract Administrator – Norfolk, VA (Onsite)

MHI Ship Repair & Services is seeking a Subcontract Administrator to manage government and commercial ship repair subcontracts in Norfolk, Virginia. The role covers procurement, negotiations, compliance, performance monitoring, and contract closeout.

Description

  • Assess subcontract requisitions for accuracy, specification compliance, budget alignment, and purchasing authorization
  • Create, issue, and administer subcontract purchase orders
  • Prepare and distribute Requests for Proposal (RFPs) and Requests for Quotation (RFQs)
  • Review subcontractor proposals and conduct cost and price analyses
  • Negotiate subcontract terms and conditions, then oversee post-award administration through closeout with limited supervision
  • Maintain subcontract records according to company procurement procedures and government-approved purchasing system requirements
  • Track subcontractor performance against schedule, cost, quality, and technical requirements
  • Confirm subcontractor adherence to company policies, procedures, and ethical standards
  • Work with project management and production teams to identify contractual risks and address subcontract issues
  • Address disputes and contractual concerns with managers and subcontractors, recommending appropriate resolutions
  • Coordinate with Accounting to resolve subcontract invoice processing issues
  • Research, assess, and qualify prospective subcontractors
  • Request competitive pricing from subcontractors and suppliers
  • Provide additional support for departmental and company objectives as assigned

Requirements

  • Bachelor’s degree in Business Administration, Procurement, Supply Chain Management, Accounting, or a related discipline
  • At least two years of experience administering government subcontracts
  • Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Equivalent combinations of education and experience may be considered
  • Highly organized, with strong time management and meticulous attention to detail
  • Strong analytical, quantitative, negotiation, and problem-solving capabilities
  • Able to exercise sound judgment and work independently
  • Excellent written, verbal, and interpersonal communication skills
  • Able to establish and sustain effective relationships across all organizational levels
  • Proficient with Microsoft Office, including Word, Excel, and PowerPoint
