Domestic Violence Housing Coordinator – California Remote

Coordinate safe housing referrals, matching, and placements for survivors of domestic violence. Support trauma-informed Coordinated Entry operations for ICF’s government and nonprofit clients.

Description

  • Manage Coordinated Entry processes for housing identification, matching, referrals, applications, and placements serving survivors of domestic and related violence.
  • Maintain current knowledge of emergency, transitional, rapid rehousing, permanent supportive, affordable housing, rental assistance, and mainstream resources.
  • Match eligible households with housing opportunities according to program criteria, survivor preferences, safety needs, household composition, accessibility, geography, and available resources.
  • Provide housing navigation and application assistance, including documentation, landlord communication, eligibility verification, and move-in coordination.
  • Track referrals and housing applications through placement, resolving delays, barriers, and coordination gaps.
  • Arrange warm handoffs to victim services, legal aid, benefits, behavioral health, childcare, transportation, and other community resources.
  • Collaborate with housing providers to resolve eligibility, documentation, referral acceptance, reasonable accommodation, and placement-timeline issues.
  • Identify and address system- and program-level obstacles affecting housing access and stability.
  • Incorporate survivor-defined safety requirements into housing searches, referrals, communications, case conferences, and placements.
  • Safeguard personally identifying and location information through secure communication practices.
  • Maintain accurate protected records and use approved databases to track referral and housing-placement indicators.
  • Support quality assurance reviews while protecting survivor identities and confidential locations.
  • Recommend operational improvements that strengthen safety, equitable access, referral efficiency, housing choice, and placement results.
  • Review de-identified or aggregate data to identify disparities, barriers, service gaps, and improvement opportunities.
  • Create operating guides, referral tools, training materials, FAQs, and other resources for survivor housing coordination.
  • Convert housing, Coordinated Entry, confidentiality, and program requirements into clear operating procedures.
  • Provide coaching and technical assistance on safe referrals, information sharing, housing matching, and survivor-centered engagement.
  • Escalate safety or confidentiality concerns immediately through established protocols.
  • Ensure Coordinated Entry participation never delays or conditions access to emergency shelter, crisis intervention, hotline support, or immediate safety services.

Requirements

  • Bachelor’s degree in Human Services, Public Policy and Administration, Social Work or Welfare, or another clinical or health-related field; equivalent experience may be considered.
  • Master’s degree preferred.
  • At least two years of directly related experience with Continuum of Care and HUD Coordinated Entry programs.
  • Understanding of Continuum of Care and HUD Coordinated Entry requirements, including the CoC Program interim rule and HUD Notice CPD-17-01.
  • Familiarity with housing protections and confidentiality obligations under the Violence Against Women Act and other applicable federal requirements.
  • Experience facilitating survivor-centered case conferences or multidisciplinary housing coordination using trauma-aware and destigmatizing engagement practices.
  • Experience leading multi-agency initiatives and developing stakeholder partnerships.
  • Experience with data management systems, comparable victim-services databases, and IT privacy and security standards.
  • Strong project management, facilitation, problem-solving, and organizational capabilities.
  • Ability to prioritize multiple concurrent activities in a fast-changing environment while meeting stringent deadlines.
  • Experience with landlord engagement, housing searches, rental assistance, lease-up, or move-in coordination.
  • Knowledge of fair housing, reasonable accommodation, language access, and housing protections available to survivors.
  • Experience supporting individuals and families across diverse racial, cultural, linguistic, disability, gender-identity, and socioeconomic backgrounds.
  • Experience developing Coordinated Entry policies, procedures, and quality assurance frameworks.
