Chief Technology Officer (CTO) – Germany Hybrid

Lead technology, engineering, security and AI-enabled development for Caspar Health’s regulated digital rehabilitation platform. Shape scalable systems serving clinics, therapists and patients across Germany.

Description

  • Own Technology and Engineering at C-level, reporting directly to the CEO.
  • Lead Engineering with full functional and disciplinary accountability.
  • Partner with the CPO as a peer executive.
  • Convert company and product strategy into a technology roadmap with defined capabilities, investments, risks and measurable 18-month outcomes.
  • Direct teams and engineering leaders across Platform, Infrastructure, DevOps/SRE, developer experience and engineering-owned quality automation.
  • Develop a capable leadership layer, explicit domain ownership, distributed expertise and resilient internal and external capacity.
  • Own architecture, technology decisions, reliability, security implementation, technical evidence, reporting and regulated development for critical clinic and hospital workflows.
  • Maintain architecture and ownership records, Caspar IP ownership, auditable security and compliance evidence, AI strategy and plans to remove critical single-person dependencies.
  • Own the incident management system and lead major or trust-critical escalations.
  • Ensure postmortem actions are completed and independently verified.
  • Manage Engineering budget and capacity planning.
  • Approve technology, vendor and build-versus-buy-or-outsource decisions within the agreed budget.
  • Advance AI-enabled Engineering through hands-on practice while preserving security, maintainability, review quality, traceability and regulated assurance.
  • Make reliable commitments with Product, accountable for technical feasibility, capacity and release readiness.
  • Engage Medical, Quality, Information Security, Privacy and Legal early, translating requirements into reusable controls, tests and evidence.
  • Define clear data contracts with the Data function.
  • Represent Caspar in critical technical discussions with clinics, hospital IT teams, integration partners, auditors, investors and the board.
  • Strengthen Engineering leadership and accountable ownership of critical systems.
  • Align technology investment and decisions with company strategy and complete a thorough external technical review.
  • Increase delivery predictability, release quality, resilience and regulated evidence.
  • Establish durable collaboration among Engineering, Infrastructure and independent Security.
  • Deliver measurable results through AI-enabled Engineering without compromising security or quality.

Requirements

  • Have managed multiple Engineering leaders and guided a multi-team organization through a significant scale or rigor transition.
  • Bring executive-level ownership of technology strategy, budget, capacity and build, buy or outsource decisions, supported by measurable impact.
  • Have led Engineering for regulated, security-critical or high-availability systems.
  • Have built and scaled cloud SaaS products, preferably in a regulated setting.
  • Offer broad systems expertise spanning backend services, web and mobile clients, APIs and integrations, data flows, observability, security and operations.
  • Use agentic development workflows hands-on and demonstrate how AI-generated output was applied, constrained or rejected before being scaled.
  • Have delivered products that produced meaningful customer and business outcomes.
  • Apply strong product judgment and make business and technical trade-offs explicit.
  • Challenge Product constructively while protecting credible commitments under pressure.
  • Build trust with teams, customers, partners, auditors, investors and boards.
  • Be business-fluent in German and English.
  • Live in Germany and be able to perform the role there from the first day of employment.
  • Already hold authorization to work in Germany.
  • A university degree or specified number of years of experience is not required.
