Billing Specialist III – Government Contracts (Herndon, VA)

Manage compliant government contract billing for Sierra Nevada Corporation’s aerospace and national security programs. Prepare Costpoint invoices, reconcile accounts, and maintain documentation for audits.

Description

  • Prepare and submit Cost, Time & Material, Firm Fixed Price, Milestone, Progress Payment, and Performance-Based invoices in Deltek Costpoint.
  • Review billed costs for allowability, allocability, and compliance with FAR 31.2.
  • Reconcile billed amounts with project reports and compile supporting records.
  • Develop and maintain Billing Matrices, Project Setup Checklists, and program-specific billing calendars.
  • Support monthly billed and unbilled accounts receivable reconciliations.
  • Work with Accounting to resolve cash application discrepancies.
  • Assist with collection efforts for overdue receivables.
  • Apply internal billing controls and departmental operating procedures.
  • Assemble audit-ready invoice packages for customers, DCAA, DCMA, and corporate audits.
  • Maintain archived invoices and billing schedules.
  • Coordinate with Contracts, Program Management, Pricing, and Program Support on billing setup, execution, and contract closeout.
  • Address billing and collections matters, funding changes, contract modifications, and revenue configuration questions.
  • Contribute to billing process improvements and system enhancements.

Requirements

  • Associate degree in Accounting, Finance, or a related discipline, or at least five years of relevant experience in place of the degree.
  • Three to five years of relevant billing experience in aerospace and defense or government contracting.
  • Proficiency with accounting applications and enterprise resource planning systems.
  • Advanced experience using Deltek Costpoint or a comparable ERP for billing, revenue, general ledger and project setup activities.
  • Experience preparing SF 1034/1035, SF 1443, and DD250 shipment documentation.
  • Working knowledge of aerospace and defense contracts, FAR, DFARS, Cost Accounting Standards, and government billing rules.
  • Strong reconciliation, analytical, and problem-solving abilities.
  • Ability to verify costs against Project Cost Reports and General Ledger data.
  • Ability to handle high-volume billing cycles within firm monthly deadlines.
  • Experience supporting DCAA and DCMA audits and preparing audit-ready records.
  • Advanced Excel skills, with familiarity with Business Intelligence Reporting, Contract Life Cycle Management, and Data Warehouse tools.
  • Strong grasp of accounting principles and financial analysis.
  • Excellent organization and time management, with the ability to work independently and collaboratively.
  • Strong written, verbal, and interpersonal communication skills.
  • Proficiency with automated accounting systems, ten-key data entry by touch, and Microsoft Office.
  • U.S. citizenship, lawful permanent residency, protected-individual status, or eligibility to obtain required U.S. Government authorizations.
