Senior Federal Contracts Manager

Oversee federal contracts, subcontracts, and proposal agreements for Expression’s defense, data analytics, software engineering, and IT services business. Coordinate contract administration, negotiations, compliance, and proposal support across internal teams and external partners.

Description

  • Act as the main contractual contact for government customers, prime contractors, subcontractors, and internal teams.
  • Oversee federal prime contracts and subcontracts from award review through modifications, option exercises, funding updates, extensions, and closeout.
  • Draft, review, and negotiate contracts, subcontracts, consulting and licensing agreements, and other business documents.
  • Assess contract terms, flag financial and operational exposure, and recommend ways to reduce risk.
  • Conduct negotiations and coordinate internal review, approval, and signing processes.
  • Monitor contract obligations, funding, performance periods, deliverables, notice requirements, and deadlines.
  • Work with Finance and Program Management on contract interpretation, scope changes, funding limits, billing, and administration.
  • Assist with contract disputes and claims.
  • Administer subcontract task orders, changes, tracking records, deliverable acceptance, compliance submissions, reports, invoices, insurance certificates, and DD254 records.
  • Work with Business Development and capture teams through opportunity and proposal activities.
  • Develop, review, and negotiate teaming and pursuit agreements.
  • Review solicitations and amendments; prepare contract-related proposal content, RFIs, white papers, and proposals using government and prime contractor portals.
  • Coordinate partner information requests, past performance records, organizational conflict of interest disclosures, and small business forms.
  • Review FAR, DFARS, and contract flow-down obligations and monitor compliance.
  • Maintain contract files, negotiation records, approvals, correspondence, templates, checklists, tracking tools, and workflows.
  • Update leadership on contract status, upcoming actions, negotiation matters, and risks.
  • Keep SAM.gov registration current and manage contract vehicles and recurring reports.
  • Assist with internal and external audits, reviews, assessments, responses, and corrective actions.

Requirements

  • Bachelor’s degree in Business, Accounting, Finance, Contract Management, or a related discipline.
  • At least five years of increasing responsibility in federal contracts and subcontract management, including direct work supporting a federal contractor.
  • Ability to independently manage a contract portfolio and advise internal stakeholders on contractual issues.
  • Experience in a small business or similarly lean setting with broad ownership and independent execution.
  • Demonstrated skill drafting, reviewing, and negotiating nondisclosure agreements, teaming agreements, and subcontracts.
  • Experience with contract terms, pre-award documentation, and product sales requirements, preferably in IT or professional services.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and relevant subcontract flow-down terms.
  • Experience administering firm-fixed-price, time-and-materials/labor-hour, and cost-reimbursement contracts.
  • Ability to turn contract obligations into practical business guidance and recognize when leadership approval or legal input is needed.
  • Strong negotiation, writing, analytical, organizational, and stakeholder management abilities.
  • Proficiency with Microsoft Office, especially Word and Excel.
  • Active Secret clearance or ability to obtain and maintain a DoD Secret clearance.
  • Preferred: Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM).
  • Preferred: Experience as the sole contracts professional or in establishing and improving a contracts function.
  • Preferred: Experience supporting federal technology programs in software development, artificial intelligence, data analytics, systems engineering, or IT services.
  • Preferred: Familiarity with software licensing, intellectual property, and government data rights clauses.
  • Preferred: Experience with IDIQ contracts, task orders, and fast-turnaround proposal work.
  • Preferred: Experience with Unanet or other ERP, contract management, or customer relationship management systems.
  • Preferred: Experience using SAM.gov, PIEE, and other government procurement portals for entity registration, proposal submission, property administration, and contract reporting.
