Lead Technical Business Analyst - Harrisburg, PA (Hybrid)
Senior technical business analyst role supporting Pennsylvania emergency management agencies. Coordinate application development, IT service management, project delivery, and stakeholder requirements.

- Coordinate daily stand-ups with development teams
- Partner with PEMA/OSFC management to address IT business needs and challenges
- Work with application teams to investigate and resolve technical issues
- Lead incident and change management activities
- Deliver weekly updates on projects, tasks, and initiatives
- Maintain application inventories and support documentation
- Manage the PEMA/OSFC application portfolio
- Evaluate business requirements and help development teams estimate level of effort
- Support the implementation of COTS products
- Collect tasks and requirements with security and accessibility in mind
- Develop effective relationships with clients, colleagues, and technical teams
- Connect business needs with technical solutions for PEMA and OSFC application development teams
- Assist with application development and support functions
आवश्यकताएँ
- At least five years of DevOps experience
- At least five years of Scrum, Agile, iterative, or Waterfall development experience
- At least five years of IT project management experience
- At least two years of ITSM experience, including Remedy and ServiceNow
- Strong analytical, problem-solving, and communication abilities
- Capability to understand and document client requirements
- Strong presentation skills
- Ability to collect and interpret data
- Ability to explain technical concepts to both technical and non-technical audiences
- Knowledge of quality standards, legislation, and industry best practices
- Ability to perform effectively under pressure and meet deadlines
- Experience documenting tasks and requirements with security and accessibility considerations
- Broad understanding of technologies and applications
- Experience with application modernization initiatives
- Experience supporting COTS product adoption
- Experience supporting application development teams
- Experience with incident and change management
- Ideally based in Harrisburg or the surrounding area
- Must meet the stated United States work authorization requirements
