  • Prepare and refine technical, management, staffing, transition, and past performance sections for federal solicitations.
  • Turn technical material and subject matter expert input into clear, persuasive, compliant proposal narratives.
  • Draft responses to RFPs, RFQs, RFIs, Sources Sought notices, and capability statement requests.
  • Write technical approaches, management and staffing plans, quality controls, transition plans, and corporate experience narratives.
  • Align responses with government requirements, evaluation criteria, and customer mission needs.
  • Create executive summaries, win themes, differentiators, and value propositions.
  • Analyze federal solicitations, PWS and SOW documents, and evaluation criteria.
  • Build and maintain compliance matrices, proposal outlines, and response templates.
  • Find gaps, inconsistencies, risks, and missing technical details in proposal content.
  • Check content against formatting rules, page limits, submission instructions, and solicitation requirements.
  • Contribute to Pink, Red, and Gold Team reviews.

  • Use company experience, performance measures, and lessons learned in proposal responses.
  • Coordinate across the proposal lifecycle with capture and proposal managers, technical teams, recruiting, pricing, and executives.
  • Take part in kickoffs, writing assignments, solution development sessions, and proposal reviews.
  • Interview subject matter experts to gather information and complete proposal responses.
  • Apply reviewer feedback while keeping proposal sections consistent.
  • Deliver assigned writing tasks on schedule.
  • Assist with proposal production, final quality checks, and submission readiness.
  • Maintain a shared library of reusable proposal content, past performance narratives, resumes, management approaches, and technical capabilities.
  • Update proposal templates and company capability materials.
  • Research federal acquisition trends, customer priorities, and industry practices.
  • Help create white papers, capability statements, marketing materials, and business development presentations.
  • Find ways to improve proposal quality, efficiency, and consistency.
  • Use approved AI writing and research tools while preserving accuracy, confidentiality, and compliance.

Prasības

  • Bachelor’s degree in English, communications, business administration, information technology, technical writing, or a related field; equivalent professional experience is also accepted.
  • 3–5+ years of professional proposal writing experience, preferably for federal government contracting pursuits.
  • Experience writing technical, management, staffing, transition, and past performance sections for federal proposals.
  • Strong grasp of federal procurement processes and solicitation requirements.
  • Experience responding to RFPs, RFQs, RFIs, and Sources Sought notices.
  • Familiarity with the FAR, solicitation instructions, evaluation criteria, and proposal compliance rules.
  • Ability to interpret complex PWS, SOW, and technical requirements and turn them into persuasive proposal narratives.
  • Excellent technical writing, editing, proofreading, grammar, and organizational skills.
  • Ability to explain complex technical concepts clearly to technical and nontechnical audiences.
  • Experience working with technical experts, capture and proposal managers, and executive leaders.
  • Ability to handle multiple writing assignments and competing deadlines in a fast-paced setting.
  • Careful attention to accuracy, consistency, detail, and document quality.
  • Advanced Microsoft Word skills, including styles, formatting, tables, section breaks, headers, footers, and document production.
  • Proficiency with PowerPoint, Excel, SharePoint, and Teams.
  • Ability to work independently, incorporate feedback, and produce high-quality work under tight deadlines.
  • Preferred: 5+ years writing federal proposals, especially for DoD and federal civilian agency opportunities.
  • Preferred: experience with federal IT services, software development, cloud modernization, cybersecurity, enterprise IT, data analytics, artificial intelligence, or digital transformation contracts.
  • Preferred: proposal experience for the Army, Navy, Air Force, Space Force, DoD, or federal civilian agencies.
  • Familiarity with GSA MAS, NASA SEWP, SeaPort-NxG, GWACs, IDIQs, BPAs, and federal task order competitions.
  • Experience writing proposals for WOSB, 8(a), SDVOSB, HUBZone, or other small-business set-aside pursuits.
  • Knowledge of Shipley proposal methods and structured color team reviews.
  • Experience creating compliance matrices, outlines, storyboards, annotated outlines, and response templates.
  • Familiarity with ServiceNow, Microsoft Power Platform, cloud infrastructure, DevSecOps, Agile software development, and federal cybersecurity frameworks.
  • Experience writing technical and management responses for best-value tradeoff and LPTA procurements.
  • Experience supporting proposals for contracts valued at $1M to $100M or more.
  • Experience with Adobe Acrobat, InDesign, Microsoft Visio, or other proposal production and graphics tools.
  • Familiarity with AI-assisted proposal tools and content management platforms.
  • APMP Foundation certification or another relevant proposal management credential.
  • Active security clearance or ability to obtain one.
