Principal Medicaid Policy Analyst

Turn Medicaid program rules into analytics, registries, and dashboards using Arcadia’s healthcare data platform. Advise state healthcare stakeholders on policy interpretation and data-driven decisions.

  • Interpret state and federal Medicaid rules, eligibility and aid codes, benefit design, coverage, and program guidance.
  • Convert policy into testable analytics, including cohorts, code sets, exclusions, and stratification criteria.
  • Document policy interpretations to support auditable decisions.
  • Advise senior customer leaders on data limitations, definitions, volumes, thresholds, caseloads, costs, and provider capacity.
  • Assess how policy changes affect available data and future analytical questions.
  • Build member and provider data marts, cohort and stratification logic, and registry extracts with SQL and Python on Foundry, Redshift, and Athena.
  • Produce dashboards, recurring reports, Excel deliverables, and leadership presentations.
  • Investigate data-quality issues and reconcile counts across sources.
  • Provide senior analytical guidance to state program leaders, policy and data teams, prime contractors, and vendor partners.
  • Agree on priorities, scope, and timelines with Customer Management.
  • Prepare client-facing leadership summaries, methodology presentations, decision memos, and technical explainers.
  • Manage the daily analytics workstream, customer cadence, request priorities, and ad hoc requests.
  • Maintain production-ready registries, data marts, and dashboards with documented methods and data dictionaries.
  • Mentor and onboard other analysts.
  • Review major deliverables, document playbooks, and set methodology standards.

  • Working knowledge of health programs and managed care plans.
  • Ability to translate policy documents and program rules into analytical logic.
  • Clinical coding and claims knowledge, including ICD-10, CPT/HCPCS, and revenue codes.
  • Experience with claims, eligibility, and provider/NPI data, including NPPES and enrollment files.
  • Practical experience with AI coding and analysis tools such as Claude Code, Cursor, or similar.
  • Advanced SQL skills, including CTEs, window functions, and performance tuning on large claims and eligibility tables.
  • Ability to model data to engineering standards.
  • Hands-on experience creating dashboards and reports in QuickSight, Power BI, Tableau, and Excel.
  • Ability to create presentation decks for executive audiences.
  • Direct experience working with customers and senior stakeholders.
  • Experience scoping ambiguous requests, balancing competing priorities, and applying analytical judgment.
  • Record of leading an analytics program end to end for senior customers or executives.
  • Sound judgment when handling sensitive data and PHI.
  • Experience with a state Medicaid agency, a Medicaid-serving prime contractor or consultancy, or a Medicaid managed care plan is a plus.
  • California Medi-Cal experience is a plus.
  • Familiarity with population health, including risk stratification, registries, care management, network adequacy, and access and equity analysis.
  • Experience with Python and dbt.
  • Familiarity with AWS analytics tools such as Athena, Redshift, and QuickSight.
  • Comfort with orchestration tools and Jira, Confluence, and GitHub workflows.
  • Experience mentoring less experienced analysts.
