VP of Software Engineering Transformation and Developer Experience

Lead GE HealthCare’s CodeFlow and enterprise software platforms, advancing developer experience and engineering practices in a regulated environment. Set direction for AI-enabled development, governance, productivity, and technical capabilities across the company.

Description

  • Lead CodeFlow and GE HealthCare’s wider software building experience agenda
  • Turn engineering strategy into scalable platforms, enterprise standards, investment priorities, governance, risk controls, and measurable outcomes
  • Lead a multidisciplinary team across software architecture, developer platforms, technical training, community engagement, engineering transformation, and process coaching
  • Engage engineering leaders and practitioners across GE HealthCare
  • Set enterprise direction for software engineering productivity and developer experience
  • Improve developer productivity, automation, reuse, collaboration, software delivery performance, and developer experience through measurable initiatives
  • Guide tools and platform roadmaps with IT and strategic partners, including AWS
  • Design CodeFlow’s enterprise operating model and expand modern software engineering practices, governance, and controls in a regulated environment
  • Set company-wide standards for software development, DevSecOps, design controls, quality, cybersecurity, and software supply chains
  • Define secure, reliable software delivery capabilities, including release management, deployment automation, change safety, engineering planning, work management, and incident response
  • Embed security, quality, compliance, and evidence generation into engineering workflows
  • Create an auditable transformation approach based on Heartbeat, Lean, and continuous improvement
  • Set the enterprise strategy and roadmap for AI-enabled software engineering and responsible adoption of generative AI
  • Define technical capability priorities, including learning, knowledge management, communities of practice, standards, reusable patterns, and reference architectures
  • Guide engineering roles, skills, operating models, and technology capabilities as AI, automation, open source, and emerging technologies evolve
  • Inform enterprise investment and capacity decisions
  • Act as a senior enterprise liaison across Quality, Regulatory, Cybersecurity, segment software teams, IT, Product, Technology, and Engineering
  • Develop strategic partnerships with IT, AWS, and other technology and ecosystem partners
  • Lead external consulting and advisory engagements
  • Define capability models, adoption expectations, maturity measures, and leadership mechanisms
  • Create outcome measures for productivity, developer experience, quality, reliability, compliance readiness, adoption, operational performance, and business value
  • Counsel senior leaders on enterprise decisions and tradeoffs
  • Build and lead a multidisciplinary organization of more than 10 people

Requirements

  • Master’s degree in Engineering, Computer Science, Biomedical Engineering, Software Engineering, Systems Engineering, Healthcare Technology Management, Business, or a related field; alternatively, a bachelor’s degree and at least five years of progressive post-baccalaureate experience in the specialty
  • At least 15 years leading enterprise software, engineering, digital transformation, platform, or large-scale strategic initiatives in healthcare technology, software, engineering, or a similarly regulated industry
  • A record of leading enterprise-wide transformations across multiple businesses and functions
  • Experience establishing governance and platform operating models, integrated execution disciplines, and executive operating mechanisms
  • Advanced working knowledge of regulated software development, Agile, DevSecOps, digital engineering, design controls, software quality systems, cybersecurity, and healthcare technology regulatory expectations
  • Strong grasp of modern software engineering environments, including developer platforms, source code management, CI/CD, software supply chains, build and release automation, cloud, and runtime technologies
  • Experience making technology, investment, capacity, risk, and operating decisions at enterprise scale
  • Experience leading or influencing developer tools, technical standards, engineering platforms, architecture strategies, or enterprise software practices
  • Experience managing substantial external consulting, advisory, technology, or strategic partner engagements
  • Demonstrated ability to work across Quality, Regulatory, Cybersecurity, IT, business, and software engineering organizations
  • Understanding of generative AI and its uses in software engineering workflows
  • Ability to influence senior executives and lead effectively in highly matrixed organizations
  • Exceptional strategic thinking, executive communication, stakeholder management, and organizational leadership skills
  • Preferred: experience leading enterprise software development, platform engineering, developer experience, engineering excellence, or digital transformation
  • Preferred: experience with software supply chain security, open-source governance, developer productivity, engineering metrics, or modern DevSecOps practices
  • Preferred: familiarity with cloud-native architectures, modern runtime environments, infrastructure automation, and contemporary software delivery patterns
  • Preferred: experience implementing generative AI, AI-assisted development, engineering automation, or coding-agent strategies
  • Preferred: demonstrated ability to manage complex advisory and consulting relationships
  • Preferred: strong business acumen and ability to balance customer, developer, regulatory, cybersecurity, operational, and long-term technology priorities
