Director of Plans and Proposals

Lead enterprise proposal operations for Waggoner Engineering, an architecture, engineering, and environmental services firm. Direct pursuit strategy, capture planning, qualifications content, reporting, and a matrixed proposal team.

Description

  • Direct the creation, coordination, and submission of plans and proposals that support business growth.
  • Manage the enterprise proposal lifecycle from intake through delivery.
  • Administer the enterprise intake process and prioritization list for proposal and marketing requests.
  • Maintain proposal tracking and reporting for business-unit leaders and the Chief Clients & Markets Officer.
  • Keep pursuit information in Deltek Vantagepoint aligned with Trilon’s CRM stage standards.
  • Document go/no-go decisions and keep capture plans updated for staged pursuits.
  • Partner with Client Account Managers on Client Account Plans and task-order capture plans.
  • Manage RFQs, RFPs, SOQs, letter proposals, and other competitive pursuits.
  • Shape pursuit strategy, positioning, win themes, and proposal approaches with cross-functional partners.
  • Coordinate kickoffs, schedules, compliance matrices, responsibilities, deadlines, and legal contract-term reviews.
  • Direct compliant, client-centered content development, including strategic editing and quality assurance.
  • Lead interview and presentation preparation for shortlisted opportunities.
  • Allocate proposal resources across business units and overlapping deadlines.
  • Track and communicate proposal volume, workload, cycle time, hit rate, and pursuit results.
  • Lead win/loss reviews and apply findings to content libraries and capture plans.
  • Manage the enterprise archive of experience records, resumes, project sheets, SF-330 content, boilerplate, and reusable qualifications materials.
  • Coordinate resume maintenance and verify employee titles, tenure, education, and licensure.
  • Lead, mentor, develop, and balance workloads for the matrixed proposal and marketing team.
  • Find opportunities to improve processes, technology, and automation.
  • Contribute to annual planning and resource forecasting while reinforcing consistent brand standards and messaging.

Requirements

  • Bachelor’s degree in marketing, communications, business, English, or a related discipline; equivalent relevant experience may be considered.
  • At least eight years of progressive experience in proposal development, marketing, or business development within architecture, engineering, construction, or environmental services.
  • APMP certification is preferred.
  • Proven ability to lead complex RFQ and RFP responses, qualifications-based selections, and SF-330 submissions, or to manage multiple pursuits simultaneously.
  • Experience leading and developing proposal or marketing professionals in a matrixed or multi-office environment.
  • Excellent writing, editing, proofreading, and quality-control capabilities.
  • Strong project management skills, prioritization judgment, and deadline discipline.
  • Working knowledge of CRM and proposal platforms; Deltek Vantagepoint experience is preferred.
  • Proficiency with Microsoft Office and Adobe Acrobat; Adobe InDesign experience is preferred.
  • Ability to collaborate effectively with executives, technical specialists, project managers, client account managers, and business-unit leaders.
  • Willingness to travel among Waggoner offices.
  • Availability for occasional extended hours or schedule adjustments to meet proposal deadlines and submission requirements.
