Director of IT Applications - California Remote

Lead enterprise application strategy, operations, vendors, and technology teams at Liberty Dental Plan. Drive secure modernization for dental health-plan members and clients.

Description

  • Direct the delivery, support, maintenance, and optimization of critical business applications
  • Own assigned application platforms, setting strategic priorities, modernization initiatives, and technology roadmaps
  • Work with business leaders to clarify requirements, uncover process constraints, and recommend technology solutions
  • Balance business needs with operational stability, modernization priorities, and technical debt reduction
  • Shape application strategy and guide technical direction with technology teams and stakeholders
  • Maintain service-level performance for application availability, responsiveness, incident handling, and production support
  • Oversee release schedules, production readiness, maintenance, and enhancement work
  • Maintain safeguards for data integrity, compliance, security, and system administration
  • Track application health, technical debt, remediation work, risks, and progress for leadership
  • Contribute to audits, client assessments, regulatory inquiries, proposal responses, and new client launches
  • Oversee vendors, consultants, external resources, budgets, and operational targets
  • Coordinate with compliance, security, infrastructure, architecture, governance, and business operations teams
  • Lead, coach, mentor, and grow a high-performing technology team
  • Set clear expectations, deliver performance feedback, delegate responsibilities, and cultivate future leaders
  • Build a culture of collaboration, trust, continuous learning, professional development, and accountability

Requirements

  • Bachelor’s degree in information technology, computer science, business, or a related discipline
  • At least 10 years of experience in IT applications, application support, systems delivery, or a related field
  • At least 5 years of experience leading people
  • Deep knowledge of application delivery, support, operations, and service-level management
  • Experience with software development lifecycles, release management, production support, and application maintenance
  • Background managing vendors, budgets, resources, operational risks, and delivery governance
  • Ability to establish trusted partnerships with business leaders, technical teams, and external providers
  • Strong communication, analytical, decision-making, and leadership abilities
  • Healthcare payer experience, including Medicare or Medicaid environments, is preferred
  • Dental payer experience is strongly preferred
  • Experience supporting delegated healthcare models and healthcare operations
  • Experience with Health Solutions Plus and healthcare payer administration platforms is highly preferred
  • Experience contributing to audits, regulatory reviews, RFP responses, and client-facing programs
  • Experience using Agile delivery methods
  • Familiarity with Azure, APIs, web portals, management information systems, and database technologies
  • Experience working with Scrum Masters and Project Managers
  • Experience applying DevOps practices and modern application delivery methods
  • Experience with Conduent or comparable healthcare technology partners is a plus
  • Must be based in the United States
