Senior Operations Manager, Preschool for All (Hybrid)

Lead operations for Multnomah County’s Preschool for All program, including budgets, contracts, enrollment systems, and strategic initiatives. Advance racial equity while supervising teams and improving services for families.

Description

  • Advance racial justice and equity across Multnomah County’s early childhood programs and community systems
  • Oversee the Budgets & Contracts and Application & Enrollment teams
  • Design, implement, and improve systems for budgeting, contracting, and preschool applications
  • Contribute to development of the Division budget
  • Support and oversee implementation of major operational information technology solutions
  • Lead efforts to create a positive application experience for families
  • Partner with the Leadership Team to coordinate priorities and address emerging issues
  • Establish and maintain systems, policies, and procedures that advance racial justice and equity
  • Lead strategic planning, define operational goals, and monitor Preschool for All compliance
  • Develop solutions centered on Black, Brown, Indigenous, and other families of color
  • Create policies, procedures, business practices, and change-management systems shaped by community and provider feedback
  • Coordinate State partnerships and projects to align programs and funding
  • Directly supervise the Budget & Contracting Supervisor and Application & Enrollment Supervisor
  • Manage scheduling, assignments, evaluations, coaching, discipline, recruitment, hiring, and onboarding
  • Foster a culturally responsive, trauma-informed workplace
  • Provide guidance on complex issues, prioritize work, and support professional development
  • Oversee Division budget planning, forecasting, resource allocation, grants, partner funding, and contracts
  • Prepare Program Offers during annual budget cycles and track spending for County, State, and Federal compliance

Requirements

  • Bachelor’s degree in a relevant field, or equivalent education and practical experience
  • At least five years of progressively responsible program management experience, including supervision and budget administration
  • Successful completion of a criminal background check
  • Advanced understanding of equity, inclusion, implicit bias, institutional racism, and systemic oppression
  • Experience designing or revising processes, policies, or procedures informed by institutional racism and systemic oppression
  • Knowledge of the cultures, customs, and lived experiences of marginalized communities, particularly Black and Indigenous child care providers and families and other families and providers of color
  • Experience leading public-sector budgeting and contract administration
  • Experience managing technology systems
  • Knowledge of trauma-informed practices that prevent retraumatization
  • Experience with participatory management
  • Experience supervising and leading diverse teams
  • Experience planning and directing complex projects, programs, or initiatives
  • Ability to work effectively through change
