Principal Data Architect, Databricks and Azure

  • Create and oversee governed data products, including certified Gold-layer datasets, shared semantic and metric layers, and reusable client-ready models.
  • Develop configurable, standards-based approaches that accommodate changing regulations and program needs.
  • Set certification practices for data lineage, quality checks, and approvals.
  • Turn recurring client requirements into platform features.
  • Direct the target-state analytics architecture on Databricks and Azure.
  • Design for nationwide operations and regulatory differences across program and state data domains.
  • Build the enterprise master data layer and manage master entity indices that connect participant and provider identities.
  • Lead the intake and integration of third-party data.
  • Develop and tune batch and streaming pipelines with Spark, Python, SQL, dbt, and Azure Data Factory or similar tools.
  • Improve performance, partitioning, query efficiency, and storage and compute costs.
  • Set and uphold requirements for data quality, lineage, and documentation.
  • Establish governance, security, access control, and metadata practices aligned with HIPAA/HITECH, CMS and Medicaid program integrity, SOC 2, and applicable state requirements.
  • Document architecture standards and independently assess technical readiness before production, client, or regulator delivery.
  • Work with Engineering, Compliance, Finance, analytics, and business leaders on data strategy and modernization.
  • Manage and mentor two data engineers, including assigning work and reviewing deliverables.
  • Deliver certified datasets, consistent metric definitions, a production master person index, governed configurable code patterns, documented lineage, automated quality checks, and shorter analysis delivery times.

  • Bring deep, demonstrable expertise in enterprise cloud data architecture with Databricks and Azure, including Unity Catalog, medallion architecture, and Delta Lake.
  • Have implemented master data management and entity resolution, including matching approaches, survivorship, and stewardship of person-level data.
  • Apply rigorous dimensional and normalized data modeling, including semantic and metric layer design for analyst use.
  • Have hands-on experience with CI/CD, testing, and version control.
  • Hold a bachelor’s degree in Computer Science, Information Systems, Engineering, or a related discipline, or have equivalent professional experience.
  • Bring 10 or more years in data architecture, data engineering, or enterprise data platform development, including principal-level ownership of enterprise-scale designs.
  • Have production experience designing and operating Databricks on Azure.
  • Have hands-on experience implementing MDM and entity resolution.
  • Show a record of setting architecture standards and governance across environments with multiple stakeholders.
  • Be eligible to work remotely from the United States.
  • Preferred: experience with healthcare, Medicaid, or government-program data; client-facing analytics or consulting; and familiarity with Apache Iceberg and open table formats.
