Senior Community Engagement Lead – Data Center Development

Lead civic and community relationships for Stream Data Centers’ U.S. data center projects. Guide stakeholder engagement and community benefit initiatives from acquisition through operations.

Description

  • Build and sustain relationships with civic and community stakeholders, including elected officials, government staff, chambers of commerce, economic development groups, workforce boards, educational institutions, faith leaders, HOAs, neighboring landowners, and other key influencers.
  • Create site-specific stakeholder maps that include prioritization, baseline sentiment, and assigned relationship owners.
  • Evaluate community dynamics before public disclosure and lead early engagement using clear, accessible language.
  • Assess prospective communities during acquisition to identify site-related risks and support go/no-go and site strategy decisions.
  • Create and deliver stakeholder engagement plans spanning acquisition, development, construction, and operations.
  • Organize community meetings, open houses, Data Center 101 sessions, and site tours.
  • Maintain issue logs and “What We Heard / How We Responded” records, assign questions to responsible owners, and ensure follow-through.
  • Monitor community sentiment and opposition levels, and communicate changes in community risk to leadership.
  • Identify and escalate community, political, and reputational risks while coordinating response plans.
  • Convert local priorities into community benefit categories covering infrastructure, workforce development, education, sustainability, community well-being, and grants.
  • Support site-specific community investment frameworks, including funding, governance, readiness, and approvals.
  • Tailor corporate community engagement programs to local needs and market conditions.
  • Turn engagement strategies into project plans with schedules, deliverables, milestones, and KPIs.
  • Coordinate cross-functional teams delivering community engagement initiatives.
  • Report engagement activities, commitments, and results while maintaining project documentation.
  • Oversee site-level engagement budgets, agency spending, sponsorship requests, and community investment recommendations.
  • Manage local agency partners using standardized scopes, templates, metrics, and dashboards.
  • Support orderly stakeholder handoffs when sites or assets move to new owners.
  • Act as the primary community engagement lead for assigned sites throughout the asset lifecycle.
  • Maintain centralized records of community commitments, including owners, approvals, completion dates, funding sources, and disposition.
  • Work with Marketing and Communications, Legal, Construction, and Operations to ensure engagement remains consistent and compliant.

Requirements

  • Bachelor’s degree in community development, public affairs, communications, political science, urban planning, nonprofit management, business, or a related discipline, or equivalent professional experience.
  • At least 7 years of progressively responsible experience in community engagement, public affairs, government relations, economic development, stakeholder management, or a related field, preferably involving infrastructure, energy, industrial, technology, or large-scale real estate development.
  • Proven ability to build trust with local officials, community leaders, and residents while managing sensitive or contested public processes.
  • Strong project management skills, including the ability to handle multiple sites, deadlines, and stakeholder groups at once.
  • Excellent written and verbal communication skills, including the ability to facilitate public meetings.
  • Experience managing stakeholder data, issue trackers, dashboards, or engagement reporting.
  • Availability to work a hybrid schedule with regular in-office days.
  • Ability to travel up to 50% within assigned markets, including overnight travel and occasional evening or weekend meetings and events; residence in or near the assigned market is preferred.
  • Hands-on experience with land entitlement, zoning, or public hearing processes for major development or infrastructure projects.
  • Established connections with economic development, workforce, education, or civic organizations in the assigned market.
  • Experience directing external agencies or consultants and coordinating multi-stakeholder engagement campaigns.
  • Knowledge of data center, energy, or industrial development and related community concerns, including power, water, traffic, noise, and viewshed impacts.
  • Experience developing community benefit or investment frameworks linked to measurable public outcomes.
