Senior Business Analyst – Amman (Hybrid)
Lead requirements engineering for government eServices and digital transformation programs. Convert stakeholder needs into BPMN models, Azure DevOps backlogs, and validated AI-assisted documentation.
Description
- Own end-to-end requirements discovery, analysis, and documentation for government eServices and digital transformation programs
- Create BRDs, user stories and PBIs with acceptance criteria, BPMN 2.0 models, and complete Azure DevOps traceability
- Run workshops with government stakeholders, reconcile competing needs, and secure formal approvals
- Document current and future-state processes, dependencies, edge cases, and non-functional needs across security, privacy, audit, and performance
- Use LLMs, prompt engineering, and other AI-assisted documentation tools with rigorous validation and protection of sensitive government data
- Support UAT, connect business and technical teams, and verify that delivered solutions achieve their intended objectives
- Coach junior Business Analysts and maintain the team’s business analysis methods and standards
Requirements
- Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline
- At least six years of hands-on business analysis experience, including a strong record delivering government or public-sector digital services in the UAE or wider GCC
- Demonstrated greenfield requirements experience beyond ERP configuration or presales work
- Strong capability in requirements elicitation, analysis, and structured documentation, including BRDs, user stories, and acceptance criteria
- Practical process-modeling experience with BPMN 2.0, swimlanes, and current- versus future-state mapping using tools such as Visio, Lucidchart, Camunda, or draw.io
- Experience managing backlogs and supporting Agile delivery with Azure DevOps or Jira
- Excellent stakeholder management and facilitation skills, with professional communication in both Arabic and English
- Hands-on ability with prompt engineering and AI-supported analysis or documentation, combined with disciplined validation and sound data-sensitivity judgment
- Familiarity with eServices, digital-government standards, and the UAE government environment
- Experience with ECM or document management, omnichannel service delivery, and UAE PASS integration is preferred
- Experience with wireframing or prototyping in Figma and basic data or BI concepts, including Power BI, is preferred
- CBAP or an equivalent business analysis certification is strongly preferred
