Marketplace Geographic Expansion Program Manager

Program manager leading HPE GreenLake cloud commerce expansion beyond the United States. Oversees regulatory, tax, payments, product, and partner readiness for launches across multiple countries.

Description

  • Own the global geographic expansion roadmap, covering market prioritization, business cases, sequencing, launch criteria, dependencies, resourcing, and executive decisions.
  • Create a repeatable country-readiness framework for regulations, merchant-of-record models, payment flows, indirect taxes, invoicing, identity verification, data protection, export controls, contracts, and local operations.
  • Direct cross-functional workstreams involving Legal, Tax, Finance, Treasury, Product, Engineering, Operations, Sales, Marketing, Partner Management, Customer Support, and regional teams.
  • Assess market potential and implementation complexity to recommend launch waves.
  • Convert guidance from external counsel and subject-matter experts into business requirements, controls, decision records, and actionable plans.
  • Specify requirements for currency, foreign exchange, tax calculation and remittance, invoicing, refunds, chargebacks, seller payouts, reconciliation, revenue recognition, and financial reporting.
  • Work with product and engineering teams on identity, purchase eligibility, localization, data integration, and country-specific functionality.
  • Coordinate readiness for customers, independent software vendors, and channel partners, including onboarding, contracting, communications, training, support, and operational handoffs.
  • Develop integrated plans, RACIs, risk registers, dependency maps, budgets, and executive dashboards.
  • Set launch and post-launch KPIs, lead readiness reviews and retrospectives, and develop scalable playbooks.
  • Act as the central owner for expansion status, risks, trade-offs, and outcomes.
  • Produce expansion strategies, country-readiness scorecards, operating models, product and process requirements, executive updates, and reusable launch playbooks.

Requirements

  • Bachelor’s degree in business, technology, finance, operations, or a related discipline, or equivalent practical experience.
  • At least six years of experience in program management, business operations, product operations, strategy, or a related field.
  • Track record of owning complex global initiatives.
  • Successful experience leading multi-country launches or market-entry programs within a highly matrixed technology organization.
  • Working knowledge of digital commerce or cloud marketplace operations, including payments, taxation, invoicing, seller settlement, and order-to-cash processes.
  • Experience collaborating with Legal, Tax, Finance, Product, Engineering, and regional teams to turn policy or regulatory guidance into operating requirements.
  • Strong program architecture capabilities spanning roadmaps, governance, dependencies, risks, budgets, and executive reporting.
  • Excellent written and verbal communication skills.
  • Ability to clarify complex issues and influence senior stakeholders without direct authority.
  • Sound analytical judgment and comfort recommending decisions amid ambiguity, incomplete information, and competing priorities.
