Lead International Development Program Project Evaluator

Senior evaluator leading monitoring, evaluation, learning, and data analysis for DOL ILAB international labor programs. Contract consulting role based in Washington with a hybrid work arrangement.

Description

  • Direct monitoring, evaluation, and learning activities from planning through implementation and use
  • Review technical work for quality and prepare final deliverables
  • Align specialist expertise with assignment requirements and oversee technical execution
  • Assess and approve the technical quality of specialist deliverables
  • Provide technical direction and mentorship to bench members
  • Lead terms of reference, evaluation designs, interim evaluations, final evaluations, and thematic evaluations
  • Direct rapid studies, fieldwork, and mixed-methods analysis
  • Coordinate with specialists on on-site facilitation, data collection, site visits, and observations when fieldwork is suitable
  • Examine evidence, synthesize and validate findings, and assess outcomes
  • Check AI-assisted analyses and content for accuracy before they are incorporated into deliverables
  • Lead sensemaking activities and technical learning
  • Act as the technical authority for evaluation, learning, and data use
  • Support DOL ILAB Monitoring, Evaluation, Learning, and Data Services engagements

Requirements

  • Master’s degree or higher
  • At least eight years of recent monitoring, evaluation, and learning experience on international development projects serving communities and populations involved in ILAB projects
  • A master’s degree in evaluation, economics, public policy, social science, or a related discipline is recommended
  • Experience leading comparable evaluations
  • Experience with sampling, quantitative and qualitative methods, performance measurement, evidence synthesis, and technical review
  • Demonstrated methodological rigor, impartiality, ethical judgment, cultural awareness, and focus on actionable recommendations
  • Ability to obtain applicable IRB or ethical approval and oversee safeguards for sensitive information
  • Ability to discuss AI plans with the COR and provide human validation
  • English proficiency for work and site activities
  • Experience in the Government and Public Services sector
