Senior Program Manager, CISA Communications Support (Hybrid)

Lead Artemis ARC’s federal CISA communications support contract as the accountable program manager. Oversee events, security toolkits, research, Resilience Challenge initiatives, staffing, and contract deliverables.

Description

  • Act as Artemis ARC’s Key Personnel and primary point of accountability to the COR for all work under the CISA SLTT Communications Support contract
  • Lead and supervise a team of at least three full-time employees
  • Plan and manage up to two live events and four livestreamed events per contract year, covering agendas, speakers, invitations, RSVPs, logistics, and staffing
  • Oversee cybersecurity and physical security toolkit development for SLTT stakeholders
  • Lead research and analysis of SLTT cybersecurity volunteer program practices, CISA resource awareness, and public communications effectiveness
  • Manage support for the CISA Resilience Challenge, including engagement planning, SLTT success stories, social campaigns, and the public capstone event
  • Prepare and submit monthly progress reports and a Project Plan to the Contracting Officer and COR
  • Represent Artemis ARC in required contractor and Government meetings
  • Maintain staffing continuity and alert the COR to expected coverage gaps or changes involving key personnel
  • Ensure contractor staff follow DHS safety, security, records management, and related policies and regulations
  • Own quality, schedule, and budget accountability for contract deliverables

Requirements

  • At least eight years of relevant experience in program or project management, communications, marketing, or a related area, including work on federal government contracts
  • Bachelor’s degree in a related discipline; a master’s degree or MBA is preferred
  • Current DHS Fitness Determination/DHS Suitability, or the ability to obtain it
  • Experience serving as Key Personnel or in an equivalently accountable Program or Project Manager position on a federal contract, with direct staff supervision
  • Background managing communications, marketing, or outreach programs for a federal health, homeland security, or public-sector client
  • Fluency in reading, writing, speaking, and understanding English
  • Ability to obtain and maintain DHS Suitability or a Public Trust clearance
  • Legal authorization to work in the United States
  • Strong critical-thinking, analytical, and time-management abilities
  • Demonstrated ability to organize, prioritize, and collaborate effectively
  • Ability to communicate ideas, reasoning, and solutions clearly and logically in writing and speech
  • Composure in high-pressure situations and fast-paced work environments
  • Willingness to accept client feedback and implement revisions promptly and effectively
  • Ability to become productive quickly when addressing complex issues
  • Interest in working in a fast-moving, continually evolving environment
