Bilingual Spanish Contract Liaison

Manage Preschool for All contracts, budgets, invoices, and reporting while supporting equitable early-learning services. Partner with Multnomah County staff, providers, vendors, and community organizations.

Description

  • Coordinate communication between PEL program development staff and the DCHS accounts payable and contracts unit
  • Process contracts, amendments, change notices, budget approvals, and invoices
  • Create and maintain budget and invoice tracking systems with complex spreadsheet formulas
  • Produce operational and technical reports covering contract budgets, expenditures, and invoicing
  • Advise and train program development staff on contracts, renewals, budget reviews, and approvals
  • Represent the program with service providers, vendors, County employees, community organizations, and the public
  • Promote racial equity through funded-partner relationships and improvements to program processes
  • Work with subject matter experts and DCHS Business Services to approve contracted-agency budgets

Requirements

  • Bachelor’s degree in a relevant field, or an equivalent combination of education and practical experience
  • At least two years of experience in human services and/or public-sector contract administration
  • Successful completion of a criminal background check
  • Fluency in written and spoken Spanish
  • Advanced understanding of Latinx cultures, customs, and community norms
  • Knowledge of accounting practices and fiscal compliance for public-sector contracts
  • Experience reviewing and approving cost-reimbursement budgets and complex invoices
  • Ability to create pivot tables, formulas, queries, data lookups, and imported datasets
  • Ability to recognize and address personal biases
  • Advanced knowledge and ability to advance racial equity
  • Ability to foster respect, inclusion, and appreciation for diverse perspectives
