Descriere

Manage federal proposals throughout their full lifecycle, from RFIs and sources sought notices through RFPs, RFQs, task orders, and contract vehicle on-ramps
Review solicitations and convert requirements into annotated outlines, compliance matrices, and writing assignments
Develop proposal schedules, run kickoff meetings, and keep contributors accountable for milestone delivery
Collaborate with capture and business development leaders to incorporate win themes, differentiators, and customer insight
Draft, edit, and revise technical, management, and past performance sections
Coordinate color team reviews, resolve reviewer feedback, and track recovery actions through completion
Partner with pricing and contracts teams to align technical and cost volumes
Coordinate content, data calls, and document exchanges with teaming partners and subcontractors
Complete final compliance, quality, and formatting reviews and manage electronic submissions through SAM.gov, PIEE, and GSA eBuy
Maintain and expand the proposal content library
Apply approved AI tools to drafting, solicitation analysis, and content reuse with human review and adherence to C5MI data handling policy
Document lessons learned and debrief feedback and recommend improvements to proposal processes
Guide proposal coordinators, writers, and subject matter experts through direction and writing feedback
Support quality assurance activities and safeguard sensitive information under applicable security policies
Complete other related duties as assigned

Cerințe

Bachelor’s degree in Communications, English, Business, Marketing, or a related field, or equivalent professional experience
5–7 years of proposal development, proposal management, or technical writing experience; 7–10 years required without a degree
At least 2 years of experience managing federal government proposals from release through submission
Working knowledge of federal acquisition, including FAR-based procurements, Section L and M structures, and IDIQ, GWAC, BPA, and task order contracts
Practical experience leading color team reviews using a structured approach such as Shipley or APMP best practices
Excellent writing and editing ability, including explaining technical concepts in clear, persuasive language for government evaluators
Ability to manage multiple concurrent proposals under demanding deadlines while maintaining quality
Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint
Ability to collaborate effectively with distributed teams across time zones in a fully remote setting
