Federal Proposal Manager at C5MI (Remote, United States)
Lead compliant federal proposal development for C5MI, an SAP and supply-chain consulting firm. Own technical narratives, reviews, schedules, coordination, and submissions for defense and civilian customers.
Description
- Manage federal proposals throughout their full lifecycle, from RFIs and sources sought notices through RFPs, RFQs, task orders, and contract vehicle on-ramps
- Review solicitations and convert requirements into annotated outlines, compliance matrices, and writing assignments
- Develop proposal schedules, run kickoff meetings, and keep contributors accountable for milestone delivery
- Collaborate with capture and business development leaders to incorporate win themes, differentiators, and customer insight
- Draft, edit, and revise technical, management, and past performance sections
- Coordinate color team reviews, resolve reviewer feedback, and track recovery actions through completion
- Partner with pricing and contracts teams to align technical and cost volumes
- Coordinate content, data calls, and document exchanges with teaming partners and subcontractors
- Complete final compliance, quality, and formatting reviews and manage electronic submissions through SAM.gov, PIEE, and GSA eBuy
- Maintain and expand the proposal content library
- Apply approved AI tools to drafting, solicitation analysis, and content reuse with human review and adherence to C5MI data handling policy
- Document lessons learned and debrief feedback and recommend improvements to proposal processes
- Guide proposal coordinators, writers, and subject matter experts through direction and writing feedback
- Support quality assurance activities and safeguard sensitive information under applicable security policies
- Complete other related duties as assigned
Requirements
- Bachelor’s degree in Communications, English, Business, Marketing, or a related field, or equivalent professional experience
- 5–7 years of proposal development, proposal management, or technical writing experience; 7–10 years required without a degree
- At least 2 years of experience managing federal government proposals from release through submission
- Working knowledge of federal acquisition, including FAR-based procurements, Section L and M structures, and IDIQ, GWAC, BPA, and task order contracts
- Practical experience leading color team reviews using a structured approach such as Shipley or APMP best practices
- Excellent writing and editing ability, including explaining technical concepts in clear, persuasive language for government evaluators
- Ability to manage multiple concurrent proposals under demanding deadlines while maintaining quality
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint
- Ability to collaborate effectively with distributed teams across time zones in a fully remote setting
