  • Manage federal proposals throughout their full lifecycle, from RFIs and sources sought notices through RFPs, RFQs, task orders, and contract vehicle on-ramps
  • Review solicitations and convert requirements into annotated outlines, compliance matrices, and writing assignments
  • Develop proposal schedules, run kickoff meetings, and keep contributors accountable for milestone delivery
  • Collaborate with capture and business development leaders to incorporate win themes, differentiators, and customer insight
  • Draft, edit, and revise technical, management, and past performance sections
  • Coordinate color team reviews, resolve reviewer feedback, and track recovery actions through completion
  • Partner with pricing and contracts teams to align technical and cost volumes
  • Coordinate content, data calls, and document exchanges with teaming partners and subcontractors
  • Complete final compliance, quality, and formatting reviews and manage electronic submissions through SAM.gov, PIEE, and GSA eBuy
  • Maintain and expand the proposal content library
  • Apply approved AI tools to drafting, solicitation analysis, and content reuse with human review and adherence to C5MI data handling policy
  • Document lessons learned and debrief feedback and recommend improvements to proposal processes
  • Guide proposal coordinators, writers, and subject matter experts through direction and writing feedback
  • Support quality assurance activities and safeguard sensitive information under applicable security policies
  • Complete other related duties as assigned

Талаптар

  • Bachelor’s degree in Communications, English, Business, Marketing, or a related field, or equivalent professional experience
  • 5–7 years of proposal development, proposal management, or technical writing experience; 7–10 years required without a degree
  • At least 2 years of experience managing federal government proposals from release through submission
  • Working knowledge of federal acquisition, including FAR-based procurements, Section L and M structures, and IDIQ, GWAC, BPA, and task order contracts
  • Practical experience leading color team reviews using a structured approach such as Shipley or APMP best practices
  • Excellent writing and editing ability, including explaining technical concepts in clear, persuasive language for government evaluators
  • Ability to manage multiple concurrent proposals under demanding deadlines while maintaining quality
  • Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint
  • Ability to collaborate effectively with distributed teams across time zones in a fully remote setting
