Senior Tools Technical Lead — United States Remote

Lead enterprise tooling, cloud infrastructure, and DevSecOps platforms supporting federal healthcare systems. Oversee administration, integrations, automation, troubleshooting, and technical knowledge transfer.

Description

  • Act as the primary technical authority for the enterprise tooling environment.
  • Set the technical direction, architecture decisions, and complex cross-tool troubleshooting approach for the Tools Management team.
  • Guide Systems Engineers through technical direction, workload allocation, mentoring, and cross-training.
  • Serve as the client-facing tooling lead and coordinate technical matters with the Security team.
  • Support operations and maintenance for enterprise tools used by development and operations teams.
  • Administer Atlassian tools, including Jira workflows, permissions, automation rules, custom fields, and upgrades.
  • Manage Confluence spaces, access, templates, plugins, and platform upgrades.
  • Oversee GitHub Enterprise repositories, access controls, branching models, integrations, and licensing.
  • Configure and maintain Slack integrations, user provisioning, and communication workflows.
  • Administer MiniOrange and Okta identity and access solutions, including SSO, MFA, and enterprise integrations.
  • Manage SonarQube installation, configuration, upgrades, permissions, and code quality controls.
  • Lead tooling incident and outage resolution, escalating complex issues across Splunk, Jenkins or CloudBees CI, JFrog Artifactory, Grafana, Datadog, New Relic, LaunchDarkly, and VictorOps.
  • Execute tool upgrades, vulnerability reviews, and compatibility assessments.
  • Connect enterprise tools with CI/CD pipelines and other systems.
  • Support automation programs using Packer, Ansible, Selenium, and API-driven frameworks.
  • Contribute to DevSecOps and Infrastructure-as-Code practices with AWS, Terraform, and CloudFormation.
  • Support monitoring and incident response through New Relic, Splunk, AWS CloudWatch, and comparable platforms.
  • Maintain technical documentation and create standard operating procedures and runbooks.
  • Support security compliance, ATO activities, API authentication, and client governance requirements.
  • Carry out other assigned responsibilities.

Requirements

  • Bachelor’s degree in computer science, information systems, engineering, or a related discipline, or equivalent experience.
  • At least eight years supporting enterprise tools, systems engineering, or DevSecOps environments, including technical leadership across multiple tools.
  • Practical administration experience with Jira, Confluence, GitHub, Slack, MiniOrange, and/or SonarQube, along with enterprise platforms such as Splunk, Jenkins or CloudBees CI, JFrog Artifactory, Grafana, Datadog, New Relic, LaunchDarkly, and VictorOps.
  • Experience implementing identity and access management integrations, including SSO, SAML, OAuth, and LDAP.
  • Familiarity with cloud platforms, preferably AWS, and Infrastructure-as-Code practices.
  • Experience using CI/CD tooling and automation frameworks.
  • Ability to document complex technical concepts and transfer that knowledge effectively.
  • Strong troubleshooting and problem-solving skills while supporting multiple systems concurrently.
  • Experience in Agile or DevSecOps environments that support development teams.
  • Clear communication skills with technical and non-technical stakeholders, including client coordination.
  • Experience in federal or large enterprise settings; federal healthcare experience is strongly preferred.
  • Ability to obtain and maintain the required public trust clearance.
  • Familiarity with NIST, FISMA, and ATO processes.
  • Experience with containerization and orchestration technologies.
  • Knowledge of observability and monitoring platforms such as Datadog, New Relic, and Splunk.
  • Experience writing automation scripts and improving operational efficiency.
  • Atlassian, AWS, or DevSecOps certifications are advantageous.
