Federal Contracts Manager (U.S. Remote)

Manage federal prime contracts, subcontracts, and commercial agreements for Bellese Technologies. Lead negotiation, administration, compliance, and closeout activities supporting healthcare technology programs.

Description

  • Act as Bellese Technologies’ lead contractual advisor for federal prime contracts, subcontracts, and business agreements
  • Oversee the complete lifecycle of federal contracts, NDAs, teaming agreements, subcontracts, and related agreements from drafting through closeout
  • Evaluate RFPs, RFIs, and RFQs, advising capture and proposal teams on contractual obligations, risks, and requirements
  • Prepare, review, and negotiate terms for agreements with government customers, partners, and subcontractors
  • Administer subcontracts, manage subcontractor relationships, apply required flow-down clauses, and monitor compliance with deliverables
  • Maintain compliance with the FAR, HHSAR supplements, and company policies across FFP, T&M, IDIQ, and task or delivery order contracts
  • Coordinate contract matters with contracting officers, program managers, business development teams, and legal stakeholders
  • Assess contractual and compliance exposure, develop mitigation approaches, and assist with organizational conflict-of-interest reviews
  • Keep contract records and tracking systems accurate and audit-ready while communicating obligations, deadlines, and status updates internally
  • Assist with closeout work, including final invoicing, property disposition, and release-of-claims activities

Requirements

  • Must be a U.S. citizen or green card holder; sponsorship is unavailable
  • Must have resided in the United States for at least the past three years
  • Must be able to obtain a Public Trust position, including passing a U.S. government background investigation
  • Bachelor’s degree plus at least three years of relevant contracts management experience, or an equivalent combination of education and experience
  • Hands-on experience managing the full lifecycle of U.S. federal contracts, including prime contracts and subcontracts
  • Working knowledge of the Federal Acquisition Regulation (FAR)
  • Experience with Firm Fixed Price, Time and Materials, IDIQ, and task or delivery order contracts
  • Experience reviewing and responding to RFPs, RFIs, and RFQs
  • Experience supporting Department of Health and Human Services or CMS contracts
  • Familiarity with HHS Acquisition Regulation (HHSAR) supplements to the FAR
  • NCMA CFCM or CPCM certification, or comparable formal contracts training
  • Previous health IT or health technology government contracting experience
  • Experience working with GSA schedule contracts
  • Proficiency with Microsoft Office, Google Workspace, Slack, and contract management or tracking systems
  • Strong analytical, negotiation, written communication, and verbal communication abilities
  • Ability to independently manage a varied contract portfolio while balancing competing deadlines
