Contracts Manager, Intelligence Community Programs

Advise Leidos Intelligence Community programs on government contracts, negotiations, compliance, and risk. Support national security missions across the full contract lifecycle, from proposal development through closeout.

Description

  • Act as the primary contracts adviser for assigned programs, capture efforts, and business leaders
  • Guide decisions involving contractual risk, compliance, negotiation strategy, and business execution
  • Counsel capture and proposal teams on acquisition strategies, solicitation requirements, and contract approaches
  • Lead negotiations and administration for contracts, modifications, teaming agreements, nondisclosure agreements, and related business arrangements
  • Develop relationships with government customers, industry partners, and internal stakeholders
  • Collaborate with Program Management, Business Development, Finance, Legal, and Supply Chain to resolve complex contract issues
  • Maintain compliance with contract terms, company policies, FAR/DFARS regulations, and customer acquisition policies
  • Improve processes, reduce risk, and strengthen business performance across the portfolio
  • Support Intelligence Community programs and capture efforts from proposal development through negotiation, administration, and closeout
  • Convert complex contract matters into practical business guidance and drive outcomes through collaboration

Requirements

  • Bachelor’s degree with at least 8 years of relevant experience, or a master’s degree with at least 6 years of relevant experience
  • Experience managing contracts from initiation through closeout, including U.S. Government contracts, subcontracts, and proposal support
  • Experience working with multiple contract types
  • Advanced knowledge of FAR, DFARS, and the evolving federal acquisition environment
  • Experience leading RFP review and analysis
  • Experience preparing compliant, complete contract volumes and OCI plans
  • Strong analytical, negotiation, communication, and presentation abilities
  • Ability to prioritize work and manage competing priorities
  • Track record of identifying and managing risks in support of business objectives
  • Willingness to spend time co-located with supported program teams
  • Advanced ability to negotiate complex terms and conditions
  • Experience supporting Intelligence Community customers and programs
  • Active Top Secret/SCI clearance with CI polygraph required
  • Experience with Intelligence Community acquisition regulations, policies, and contracting practices preferred
  • Formal contracts training, certification, or professional development coursework such as NCMA, CPCM, or CFCM preferred
  • Experience supporting large capture efforts, strategic pursuits, and proposals preferred
  • Track record of negotiating complex contractual issues and business agreements preferred
  • Experience working in highly classified environments and supporting sensitive national security programs preferred
