Remote Federal Contract Specialist

Support federal acquisitions for the Institute of Museum and Library Services by preparing solicitations, orders, modifications, analyses, and audit-ready contract files.

Description

  • Research markets and support acquisition planning for simplified and large IMLS acquisitions
  • Draft solicitations and issue open-market purchase orders under the Simplified Acquisition Threshold and FAR Part 12
  • Prepare task, delivery, and call orders under FAR Parts 8.4 and 16.5, including GSA Schedule orders
  • Process option exercises under FAR Part 17.2, bilateral modifications, and contract closeouts
  • Prepare price analyses, Memos to File, and Summaries for Award
  • Maintain complete, audit-ready contract files
  • Complete CPARS past performance evaluations for active IMLS contracts
  • Work directly with the IMLS Contracting Officer and program offices
  • Provide weekly updates on actions and progress

Requirements

  • Four-year bachelor's degree from an accredited university
  • At least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; transcripts are required
  • More than four years of federal contracting experience as a GS-1102 Contract Specialist or equivalent; COR experience does not qualify
  • Proven experience issuing purchase orders under the Simplified Acquisition Threshold and FAR Part 12
  • Proven experience preparing task and delivery orders under FAR Parts 8.4 and 16.5
  • Proven experience processing option modifications under FAR Part 17.2
  • Proven experience with closeouts and supplemental agreements
  • Proven experience preparing price analyses, award summaries, and contract file documentation
  • Proven experience completing CPARS evaluations
  • Strong working knowledge of the FAR and federal acquisition systems
  • Proficiency with Microsoft Word, Excel, PowerPoint, Access, and Project
  • Excellent written and verbal communication, careful attention to detail, independent work skills, and the ability to manage multiple actions concurrently
  • FAC-C or FCP-CM certification preferred
  • Civilian-agency or small-agency contracting experience preferred
  • Experience managing fiscal year-end award surges preferred
