Contracts and Compliance Manager, Broadband

Description

  • Establish intake processes for site and rooftop leases, easements, rights-of-way agreements, pole attachment agreements and true-ups, franchises, rights of entry, IRUs, and crossings
  • Create a working file abstraction for every agreement
  • Maintain obligation calendars covering renewals, escalators, notice periods, and exit requirements
  • Track assumptions and novations when agreements change ownership
  • Implement audit-ready file practices for leases, easements, rights-of-way, and pole attachments
  • Support coverage and location reporting, including BDC and Form 477 reconciliation, availability modeling, served-location reporting, and challenge responses
  • Coordinate with Network Operations to reconcile plant, spectrum use, active sites, rights, and coverage records
  • Monitor contractual notice periods and escalators
  • Manage leased space through carrier, pole-owner, and related systems
  • Develop operating processes before expanding headcount
  • Hire and coach the initial team with VP approval
  • Keep files and calendars audit-ready while documenting changes
  • Travel to markets, landlord offices, and sites when rights, crossings, or filings require on-site support
  • Update processes as Stimulus Broadband expands and acquires markets
  • Report to the VP of Broadband Services

Requirements

  • Experience leading small or medium-sized teams
  • Consistent experience in telecommunications or utility contracts, rights-of-way, regulatory compliance, or a closely related operations function
  • Familiarity with site and rooftop leases, easements, pole attachments, franchises, and IRUs
  • Knowledge of FCC and spectrum licensing touchpoints, BDC and Form 477, state operating authority such as SPCOA/CPCN, PUC/PSC filings, USF, and E-Rate
  • Sufficient plant and coverage knowledge to reconcile filings with operational data alongside Network Operations
  • Ability to review legal counsel's work without practicing law
  • Strong written communication and disciplined file management
  • Demonstrated ability to create processes and obligation tracking from the ground up
  • Highly organized and detail-oriented
  • Willingness to travel between markets as needed
  • Ability to pass pre-employment and random background checks, drug, alcohol, and cannabis testing
  • Valid driver's license with an acceptable driving record
  • Ability to sit, stand, use a computer for extended periods, walk active sites, occasionally lift files or site materials up to 25 pounds, and work around telecommunications sites in varying weather
  • Preferred: ISP, WISP, or utility rights and regulatory experience
  • Comfort working around active telecommunications sites and varying weather
  • Ability to occasionally lift files or site materials up to 25 pounds
