Description

  • Oversee telecommunications infrastructure licensing with municipalities, regulators, and other relevant authorities
  • Maintain compliance with legal, regulatory, and environmental requirements for site deployment
  • Prepare, submit, and monitor technical and regulatory documentation
  • Track open issues and accelerate approvals to minimize deployment delays
  • Control statutory and regulatory deadlines across the licensing pipeline
  • Identify process bottlenecks, obstacles, and opportunities for improvement
  • Build working relationships with public authorities, consultants, suppliers, and internal teams
  • Assist with negotiations, technical clarifications, and issue resolution required to secure licenses
  • Track performance metrics for regulatory licensing processes
  • Develop management analyses and reports to inform decisions and prioritize network expansion
  • Help make Vivo’s infrastructure expansion program more predictable, scalable, and efficient

Requirements

  • Bachelor’s degree in Business Administration, Law, Engineering, Architecture, Urban Planning, Public Administration, Telecommunications, or a related discipline
  • Experience handling licensing processes with municipalities, public authorities, regulators, and utility concessionaires, ideally within infrastructure, telecommunications, energy, or construction
  • Background in tracking administrative procedures, controlling documentation, monitoring regulatory deadlines, and coordinating with municipal, state, and federal authorities
  • Knowledge of laws and procedures governing infrastructure and telecommunications licensing
  • Experience managing regulatory and administrative workflows with strong compliance, traceability, and deadline control
  • Capability to review and manage technical, legal, and regulatory documents
  • Experience tracking licensing metrics such as productivity, lead time, and backlog
  • Ability to assess and reduce regulatory risks
  • Experience managing institutional relationships with public authorities, concessionaires, consulting firms, and external partners
  • Highly organized and able to prioritize and monitor a large volume of concurrent processes
  • Advanced Microsoft Office proficiency, particularly Excel and PowerPoint
  • Ability to use Power BI for indicators, dashboards, and analysis
  • Working knowledge of Microsoft 365 tools, including Teams, SharePoint, Outlook, and OneDrive
  • Familiarity with process management, workflow, and document-control systems
  • Basic understanding of process automation with Power Automate or comparable tools
  • Basic knowledge of applying generative AI in a corporate environment is preferred
