Senior FEMA Public Assistance Contract Manager

Manage FEMA Public Assistance contracts for ICF, supporting contract compliance, payments, modifications, proposals, and disaster recovery programs. Coordinate with government clients, contractors, and internal teams while guiding contract administration staff.

Description

  • Oversee contracts from solicitation and bid review through award, administration, modification, and closeout.
  • Monitor contractor performance and compliance with contract requirements.
  • Review and interpret contract terms and conditions.
  • Identify contractual risks, compliance issues, gaps, and potential operational impacts.
  • Recommend suitable contractual solutions.
  • Process contract modifications, scope changes, and other adjustments.
  • Measure and document completed work.
  • Verify contract deliverables.
  • Support accurate payment calculations and administration.
  • Act as a primary point of contact for contract matters.
  • Coordinate with FEMA representatives, program leaders, clients, contractors, subcontractors, and internal stakeholders.
  • Maintain complete contract files, records, reports, and supporting documentation.
  • Support business and pricing proposals, pricing reviews, contract transitions, and activities for new and existing programs.
  • Oversee and guide contract administration staff.
  • Coordinate workloads with proposal and program teams.

Requirements

  • Bachelor's degree in accounting, business, finance, law, contracts, or a related field.
  • At least 10 years of experience in contract management or a related field.
  • At least 120 hours of continuing professional education in contract management, procurement, business, finance, law, or related disciplines.
  • Experience supporting FEMA disaster recovery programs.
  • Experience supporting FEMA Public Assistance programs.
  • Experience supporting FEMA Public Assistance Technical Assistance Contracts (PA TAC).
  • Experience with contracts involving disaster response or recovery, emergency management, resilience, or grant-funded programs.
  • Experience administering large government contracts, task orders, IDIQ contracts, BPAs, or similar contract vehicles.
  • Experience supporting state, local, tribal, territorial, and federal government clients.
  • Knowledge of FEMA Public Assistance policy, grant management processes, and recovery operations.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and federal grant compliance requirements.
  • Experience supporting proposal development, contract transitions, and contract closeout.
