Senior Contract Specialist, SOF Acquisitions – MacDill AFB

Senior Contract Specialist supporting U.S. Special Operations Forces acquisitions at MacDill AFB. The role covers solicitation preparation, cost analysis, contract administration, negotiations, and compliant file management.

Description

  • Support Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) DIR-K
  • Review and advise on pre-solicitation materials, including market research, Statements of Work, Justifications and Approvals, Independent Government Cost Estimates, Acquisition Plans, and Source Selection Plans
  • Contribute to acquisition planning and business strategy development
  • Advise customers and Integrated Product Team members on business matters
  • Research the FAR and related regulations to recommend acquisition guidance and courses of action
  • Prepare Determinations and Findings and small-business coordination documents, including DD Form 2579
  • Coordinate pre-solicitation reviews and approvals and publish applicable notices in Federal Business Opportunities
  • Draft solicitations and amendments in Procurement Desktop Defense (PD2) or comparable contract-writing systems
  • Perform price and cost analysis, coordinating with DCAA and/or DCMA as needed, to establish fair and reasonable pricing
  • Evaluate proposal input and develop negotiation positions, including Price Negotiation Memoranda and Business Clearance Memoranda
  • Prepare contract awards, agreements, amendments, modifications, and memoranda for the record
  • Perform contract administration duties retained by USSOCOM
  • Build and maintain high-quality, auditable, repeatable, and defensible contract files
  • Participate in Integrated Product Teams and advise customers, technical staff, sales representatives, suppliers, and contractors on acquisition and business matters

Requirements

  • U.S. citizenship is required
  • Must hold and be able to maintain a Secret clearance
  • DAWIA Practitioner certification in Contracting, formerly Level II, or an equivalent certification
  • Bachelor’s degree in Business or a related discipline
  • At least 10 years of contract management experience
  • Familiarity with DoD acquisitions in a cleared environment supporting Special Operations Forces
  • At least 5 years of experience supporting DoD acquisition agencies
  • Proficiency with Procurement Desktop Defense (PD2) contract-writing software
  • Knowledge of price and cost analysis sufficient to review proposals and established rates for price-reasonableness determinations or negotiation positions
  • Preferred: DAWIA Advanced certification in Contracting, formerly Level III, or FAC-C Level 3
  • Preferred: Master’s degree in Business or Acquisition and 8 years of contracts management experience supporting a DoD acquisition agency
  • Preferred: Weapon-system support experience, including contracts using Procurement and Research and Development funding
  • Preferred: Experience with Other Transaction Agreements and traditional FAR/DFARS contracting methods
  • Preferred: Contracting support experience with Special Operations Forces organizations and missions
  • Preferred: Previous experience as a Warranted Contracting Officer
  • Preferred: Previous experience as a Supervisory Contract Specialist
