Lead Software Engineer, Cloud Applications — DSFederal (US Remote)

Lead full-stack engineering and operations for NOAA’s cloud-native hydrologic forecasting and public data platforms. Own Tier 3 support, DevSecOps, AWS optimization, and continuous improvements to mission-critical applications.

Description

  • Own technical leadership for full-stack operations, maintenance, troubleshooting, and ongoing enhancement of NOAA OWP’s enterprise web and data dissemination platform
  • Maintain and enhance NWPS and related OWP applications that provide 24/7 access to hydrologic observations, river forecasts, and flood inundation maps
  • Deliver Tier 3 support and address urgent operational incidents within one hour, or within 30 minutes outside regular business hours
  • Investigate incidents, produce root-cause analysis documentation, and track ticket resolution through VLab Redmine and GitLab
  • Deliver minor functional changes and operations-and-maintenance improvements, including QPE processing fixes, bulk HydroNotes, dynamic hydrograph configuration, CMS gauge updates, and KML/KMZ generation
  • Develop, maintain, and optimize automated CI/CD pipelines across VLab GitLab and GitHub
  • Add static analysis, unit testing, dependency scanning, and vulnerability remediation before promoting code
  • Maintain a minimum of 80% statement coverage and an AQL of zero medium- or high-severity static linting errors
  • Manage Terraform modules, limit configuration drift, optimize AWS auto-scaling groups, administer IAM roles and secrets, and lower compute and storage costs
  • Create technical documentation, perform peer reviews, and present software updates to the NOAA Change Control Board
  • Attend weekly status meetings with regional hydrologists, Tier 1 and Tier 2 support teams, and OWP leadership
  • Keep developer documentation, API schemas, and architecture diagrams current in version-controlled repositories

Requirements

  • Bachelor’s degree in computer science, information systems, software engineering, mathematics, or a related computational discipline
  • At least five years of progressively responsible experience in software engineering, web application development, and cloud-optimized data dissemination
  • Demonstrated ability to build, scale, and support mission-critical public web applications handling high-concurrency traffic and large scientific or geospatial datasets
  • Professional experience with Agile/Scrum delivery practices
  • Experience administering software repositories in GitLab and GitHub
  • Experience implementing and enforcing CI/CD test automation
  • Direct experience with Tier 3 operations, after-hours callouts, and SLA-based incident management for highly available systems
  • Proficiency in PEP 8-compliant Python, C/C++ using SEI CERT and Google C++ standards, Go, JavaScript/TypeScript, and Bash
  • Hands-on experience with AWS Fargate/ECS, Aurora PostgreSQL, S3, EC2, Lambda, CloudWatch, and IAM/Secrets Manager
  • Proficiency with Terraform, Docker, and security scanning for container registry images
  • Expertise with Pytest, Gradle, CMake, Dependabot, AddressSanitizer, Ruff, Flake8, and Black
  • Experience with Esri ArcGIS Enterprise on Linux, FOSS4G tooling, OGC WMS and WFS standards, Cloud-Optimized GeoTIFF, Zarr, GeoJSON, and NetCDF
  • Advanced knowledge of VLab GitLab, GitHub Actions, VLab Redmine, Git branching models, and automated pipeline security scanning
  • Working knowledge of FISMA, NIST controls, WCAG 2.1 AA, and Section 508 compliance
